SUBJECT: TRAFFIC CODE AMENDMENT:
STANDING IN ACTIVE LOADING AND UNLOADING ZONES
We request the Hawai'i County Code, Chapter 24, Article 8, Division 3 (Stopping for
Loading and Unloading), Section 24-212.1 (Standing in active loading and unloading
zones) be amended by revising item:
(a) No person shall stop, stand or park a vehicle for any purpose or length of time
other than for the expeditious loading or unloading of passengers or for the
expeditious unloading and delivery or pickup and loading of materials in any
place marked as an active loading and unloading zone during hours when the
regulations applicable to such active loading and unloading zone are effective,
and then only for a period not to exceed five FIFTEEN minutes.
This amendment is necessary to address a need to provide more time for loading and
unloading activities, as the current five-minute allotment, on average has proven to be
inadequate.
