The Office of the Prosecutor will use its share of the award, totaling $150,000, to upgrade its computer server environment which will enable them to immediately maintain a central data repository, utilize system management tools, and to implement the latest version of its document management system. The Hawai'i County Police Department will use its award of $216,489 to extend the Evidence Specialist Program from September 16, 2009 through August 15, 2011 and to purchase a digital camera system to allow them to continue critical law enforcement efforts. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U.S. Department of Justice for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the grant award to the Prosecutor and Police accounts. B-52 Gran[ Summary Form Recovery Act: Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program: Local Solicitation - HAWAII COUNTY OFFICE OF THE PROSECUTING ATTORNEY Program Narrative: We are requesting funding to upgrade the server environment for the Hawaii County Office of the Prosecuting Attorney. They are currently operating on a Windows NT 4.0 domain with Exchange 5.5. The system is no longer supported by Microsoft as they are now five generations behind (Windows 2000, 2003, 2005, 2007). It is necessary to upgrade to the current generation so they are able to immediately maintain a central data repository, utilize system management tools, and implement the latest version of their document management system. The upgraded server will improve ability and efficiency in handling case information, communications within offices across the island (Hilo-Kona-Waimea) and with the police and courts as they expand electronic storage and exchange of case files and documents. Funds are not available within the County budget for this project. The project includes purchase of hardware, software and services associated with conversion of our current system to Active Directory. Preliminary research and consultation have occurred and the project is "shovel ready" with expected completion within 6 months of award. Timeline is as follows: 1) Request for proposal development Vt quarter of award 2) Procurement and award lst quarter of award 3) Installation, testing and training 2nd quarter of award Given the state of the economy, this project would not be possible without the support of these Recovery Act funds. Not only, does this improve efficiency in government, it maximizes the impact of these funds to significantly benefit each of the more than 100 staff members in the Prosecutor's Office. The economic benefit extends beyond the Prosecutor's Office by boosting in a small way, purchases of commodities and services.
