ON PEOPLE WITH DISABILITIES -JAMES D. SOUZA
From Mayor Stephen K. Yamashiro, dated September 24, 1998,
informing he has appointed James D. Souza of Honokaa to serve
on the Hawaii County Committee on People with Disabilities to be
co-terminus with his tenure ending on December 4, 2000.
Mr. Souza was born in Hawaii and lived here for 18 years prior to
going to school on the mainland. He recently returned home after
working for 32 years as a senior cataloger with the Library of
Congress, Washington. D. C.

Comm. 992: TRAFFIC CODE AMENDMENT
(Bill 299) PUO HULIHULI ST.: PROPOSED PARKING PROHIBITION
DURING CERTAIN HOURS
From Deputy Chief Engineer Jiro A. Sumada, dated September 17,
1998, per request of Ms. Mary Beth Hilburn, Vice Principal of
Kealakehe High School, transmits a bill to prohibit parking along
Puo Hulihuli Street on school days, which will improve overall
traffic safety in the immediate area.
Comm. 993: TRAFFIC CODE AMENDMENT
(Bill 300) KAHAKAI ROAD-ONE-WAY TRAFFIC PATTERN
From Deputy Chief Engineer Jiro A. Sumada, dated September 17,
1998, per request, transmits a bill to change the traffic pattern
along Kahakai Road in Kona to one-way in the southerly direction.
Informs Kahakai Road is narrow and accommodates a variety of
vehicles to include busses, commercial/service vehicles and local
residents. The one-way pattern will improve overall traffic safety
for motorists and pedestrians along Kahakai Road and will
eliminate vehicle conflicts occun•ing at the intersection of Kahakai
Road and Alii Drive.
Comm. 994: TRAFFIC CODE AMENDMENT
(Bill 301) MAMALAHOA HIGHWAY (ROUTE 190)
PROPOSED BUS STOP
From Deputy Chief Engineer .Tiro A. Sumada, dated September 17,
1998, informs by authority of Section 24-10 of the Hawaii County
Code, the Chief of Police established a temporary bus stop along
Mamalahoa Highway, (Route 190), fronting Waimea Elementary
and Intermediate School to be in operation on school days. 'Fhe
bus stop under the Chief of Police's authority is effective for ninety
days. This amendment will continue the designated bus stop until
the Department of Education constructs more internal circulation
roads, with appropriate bus loading and unloading zones.

Bill 280: AMENDS CHAPTER 3, OF THE HAWAII COUNTY CODE,
(C-454.13) BY REPEALING ARTICLE 1 -RELATING TO SIGNS,
ADDING A NEW ARTICLE 1-RELATING TO SIGNS, AND
AMENDING ARTICLE 2 -RELATING TO KAILUA VILLAGE
SIGNS

Comm. 454.19: From Councilman J. Curtis Tyler, III, dated September 1, 1998,
(Bill 280, transmitting Bill 280, Draft 2, which contains a number of
Draft 2) substantive changes to address certain major concerns which
consistently surfaced during public hearings and testimony, and a
number of less substantive revisions are proposed to further clarity
definitions and other sections of the bill. Also attaches a summary
of the proposed amendments.
Comm. 454.20: From Corporation Counsel Richard D. Wurdeman, dated
August 31, 1998, responding to PWPC Chair's memo on whether
the provision of Bill 280 which exempts real estate signs from the
provisions of the Bill makes it constitutionally questionable.
Submits Corporation Counsel's Opinion 96-03, relating to election
signs in which he pointed out signs that when sign restrictions are
based on content, rather than other more legitimate reasons, the
Courts are very unlikely to uphold them. Therefore, recommends
that the exemptions for real estate signs be eliminated and be
treated as all other signs.
Comm. 454.21: Copy of letter from Councilman J. Curtis Tyler, III, dated
September 2, 1998, to interested persons, in which he submits a
copy of a proposed Bill 280, Draft 2, and a summary of the
proposed changes for their information. Welcomes any
suggestions or comments that they may have on the matter.
Comm. 454.22: From Kathrin G. Kohler, President, and Bets Lawrence, Vice
President, Waimea Outdoor Circle, dated September 21, 1998, on
behalf of the board and members of the Waimea Outdoor Circle,
stating their support for Councilman Tyler's draft bill and revisions
for the proposed sign ordinance.
Comm. 454.23: From Daniel L. Roudebush, dated September 19, 1998, submitting
his comments and recommendations on Bill 280, Draft 2.
