WHEREAS, the Congress of the United States is
considering S. 2574 and H.R. 7112 which will extend the
General Revenue Sharing Program; and
WHEREAS, the program, which expired on September 30,
1980, must be reauthorized during the post election session
beginning November 12; and
WHEREAS, President Jimmy Carter has said that
renewal of the General Revenue Sharing Program is one of the
most important pieces of unfinished business of the 96th
Congress and President -Elect Ronald Reagan has stated that
re-enactment of revenue sharing will be among his highest
domestic priority; and
WHEREAS, the General Revenue Sharing Program has the
lowest administrative costs of any of the federal assistance
programs, is distributed on a fair and equitable basis, and
provides recipient jurisdictions much needed flexibility in
delivering locally determined services and programs; and
WHEREAS, the County of Hawaii, State of Hawaii,
expected to receive about $2.5 million in General Revenue
Sharing funds for the fiscal year beginning July 1, 1980 and
ending on June 30, 1981, and appropriated these anticipated
funds for police and fire services; and
WHEREAS, any abrupt termination of this program,
which appeared to have had widespread support, would have severe
budget consequences;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE

COUNTY OF HAWAII, STATE OF HAWAII, that we strongly urge the
96th Congress to take up and pass, and the President to sign,
legislation reauthorizing the General Revenue Sharing Program;
and
BE IT FURTHER RESOLVED that the County Clerk be and
he is hereby directed to send a certified copy of this Resolution
to President Jimmy Carter, President -Elect Ronald Reagan, Senate
Majority Leader Robert C. Byrd, Speaker of the House Thomas P.
O'Neill, Senator Daniel K. Inouye, Senator Spark M. Matsunaga,
Representative Daniel K. Akaka, Representative Cec Heftel and
Bruce Talley of NACO.
