Ochi, dated August 18, 1998 commenting on behalf of himself and the two other parking meter section employees who were given work force reduction notices because of the Downtown Improvement Association's moratorium on free parking for Downtown Hilo and informs of their concern for their job situation. States that DIA has not covered all the meters as agreed upon so people are still feeding the meters. Comm. 578.21: From Paul T. Ochi and Francis Makaiwi, dated October I, 1998, commenting on the agreement by DIA for free parking in Downtown Hilo and concerns on the status of their job situation. PW&PC-42 Page 2 October 20, 1998 Comm. 1017: PAPAIKOU WASTEWATER TREATMENT PLANT OPERATION AND MAINTENANCE INSPECTION Copy of letter to Deputy Chief Engineer Jiro Sumada from Thomas E. Arizumi, P. E., Chief, Environmental Management Division, State Department of Health, dated September 21, 1998, submitting their annual operation and maintenance inspection report for the subject facility which was given an "Acceptable" rating. No major deficiencies were noted. Comm. 1018: RESOLUTION AUTHORIZING THE GRANT OF A WA"fER (Res. 337-98) LINE EASEMENT AT KAAPOKO HOMESTEADS, SOUTH HILO, HAWAII, ISLAND, COUNTY AND STATE OF HAWAII, TAX MAP KEY NO. (3)2-7-OS TO MARTIN GANIGAN JR. AND LINDA GANIGAN, MILES K. NAGATA AND LYNNE J. NAGATA, DOROTHY D. PATAO, AND JAMES R. KENNEDY AND LINDA C. KENNEDY From Finance Director Harry A. Takahashi, dated September 29, 1998, transmitting the above resolution. States an independent appraiser has determined that the fair market value of the waterline easement with an area of 6,081 square feet is $1,700. Comm. 1021: TRAFFIC CODE AMENDMENT (Bill 315) ROUTE 132, ADJUST SPEED LIMIT-(REF. ORD. 98-421 From Deputy Chief Engineer Jiro A. Sumada, dated October 5, 1998, stating a 45 mph speed limit was authorized along Route 132, Pohoiki Junction to Route 137 in May 1998. Transmits a bill to raise the existing speed limit to 55 miles per hour along this route. The Puna Police Department was consulted and they feel 55 miles per hour is reasonable and prudent for this roadway under normal conditions. Comm. 1022: TRAFFIC CODE AMENDMENT (Bill 316) KAMAOA ROAD SPEED LIMITS (ORD. 97-97) From Deputy Chief Engineer Jiro A. Sumada, dated October 5, 1998, stating since Kamaoa Road is located in the Kau district, requests all items listed in Ordinance 97-97 relating to speed limits along Kamaoa Road be deleted from subsection (g) Puna and listed under subsection (d) Kau. Therefore, transmits a bill for Council's review and consideration for adoption of the subject amendment. PW&PC-42 Page 3 October 20, 1998 Comm. 1023: TRAFFIC CODE AMENDMENT (Bill 317) KALAKAUA STREET: FREIGHT LOADING ZONE From Deputy Chief Engineer Jiro A. Sumada, dated October 5, 1998, per request, transmits a bill to authorize a freight loading zone along Kalakaua Street fronting Kalakaua Kleaners. States a loading zone is currently in effect at this location but not listed in the Hawaii County Traftic Code. UNFINISHED BUSINESS: Comm. 1072: TRAFFIC CODE AMENDMEN'T' (Bill 240) FERN ACRES SUBDIVISION (PRIVATE)/PROPOSED 25 MPH (]996) SPEED LIMITS AND STOP INTERSECTIONS From Chief Engineer Donna Fay K. Kiyosaki, dated March 8, 1996, per request of Mr. Hank Schultz, who represents the feelings of the Fern Acres Subdivision residents, submits a bill amending Chapter 24, Article 10, Section 2-255, Schedule 3 (25 mph) under Puna to establish a 25 mph speed limit and to designate stop and through streets within the Fern Acres subdivision. Comm. 1072.06: From property owners and residents of Fern Acres, informing of (1996) their approval of Bill No. 240. Comm. 1072.07: From Donna Keithley, dated May 17, 1996, commenting on Bill (1996) No. 240. Comm. 1072.08: From Mary Schultz, Fern Acres Community Association, dated (1996) July 16, 1996, transmitting a copy of a survey asking how their lot owners felt about having a County approved speed limit. The result was 218 voted yes and 22 voted no and would like to have Bill 240 brought before the Council again. Comm. 1072.13: From Andrea Decker, dated October 3, 1996, informing of her (1996) support of Fern Acres Community Association's request for the approval of Bill No. 240. Comm. 231: From Hank Schultz, dated March 21, 1997, per the Council's request, transmits a copy of a survey question sent to all property owners of lots within Fern Acres Subdivision asking whether they supported Bill No. 240. Informs out of 1529 surveys sent out, 526 were returned with 421 yes and 105 no votes. Therefore, requests that the Council consider this bill again. PW&PC-42 Page 4 October 20, 1998 Comm. 231.01: From Cynthia Taylor, President, Fern Acres Community Association, dated September 9, 1997, transmitting a copy of a survey which showed an overwhelming response for the 25 mph speed limit within Fern Acres, and therefore, requests that Bill 240 be considered. Comm. 231.02: From Deputy Chief Engineer Jiro A. Sumada, dated October 6, 1998, requesting that Bill No. 240 be withdrawn from further action. Informs the Council recently adopted Ordinance No. 98- 97, clarifying the State law enabling the counties to impose and enforce traffic regulations on private streets. Based on this Ordinance, the Department of Public Works, Traffic Division, submitted a traffic code amendment bill to establish separate schedules for public and private streets. States they will contact and work with the Fern Acres representative to resubmit a new bill for their subdivision after the ordinance separating the schedules for public and private streets is adopted.
