WHEREAS, pursuant to County Charter Section 3-14 interim amend-
ments to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
departments:
SECTION 8.09 (a). OFFICE OF THE DIRECTOR OF PARKS AND RECREATION.

Newly authorized programs, basis for increased workloads, etc.):
Because of the increase in crime rate,and the necessity to break
the workload down into districts for the. West Hawaii Unit, the LS -11
Deputy is presently handling felonies,as well as assisting both the
Kona Sr. Deputy and the District Court Deputy in their caseload.
This position is responsible for the felonies (Class B & C) in both
the North &.South Kohala Districts, the Ka'u District, and Kona.
2. If reallocation, list only new duties.(Example: 1. Takes
dictation 40%; 2. Keeps office accounts 300, etc.):
1. 'Class B & C felonies for the districts; charging decisions.
2.' Advising police; on-call 24 hours.
3. Class A handling of trials, charging.
3. Give reasons why new duties at h gher level are needed and cannot
be assigned to classes at higher level or handled in other ways'
such as short term contracts, etc. (Use productivity measurements
where possible.):
The Sr. Deputy Prosecutor in the West Hawaii Unit is handling all
all the Class A & B felonies for Kona, and Class A felonies for the
Kohala & Ka'u districts, aside from administrative work, and special
assignments such as the Nakea Trial,.presently being tried.
The possibility of hiring a deputy on a temporary basis is also unlikely,
since the training time and turn -over rate would be too high.

Yes, the reallocation plans were budgeted for this fiscal year.

Aside from working many long hours (which cannot.be compensated in
overtime pay), the deputy also assists the Prosecutor in the absence
of the Sr. Deputy in community service speaking engagements. The
position would also be in line with the Hilo Deputy (Eileen Tredway)
since the job description: is parallel. to that position.

Justification:
The Hawaii County Mass Transportation Agency assumed the responsibility•,
of administering and maintaining the fifteen (15) County -owned transit buses
on December 16, 1977, thus changing the functions of the transit staff from
a staff to a line ogranization. The functions and responsibilities of the
staff organization were maintained, however, the transit staff also assumed
the functions and responsibilities as a line unit. This take-over of
administering and maintaining the transit buses resulted in relocating the Transit
Operations Supervisor (formerly Assistant Transit Coordinator) and Mass Transit
Analyst from the Mooheau Sus Terminal transit office to the County baseyard
(Schultz Siding).
On August, 1978, the Transit Coordinator was appointed Deputy Managing
Director with the continued responsibilities and duties of the Transit
Coordinator.
With the above organization changes, the subject position is the only
staff member remaining at -the Mooheau Bus Terminal transit office and performs,
a variety of clerical and administrative tasks which requires the incumbent
to exercise one's own judgement and discretion. In addition, the incumbent
assumes the total office function at the-Mooheau Bus Terminal transit office
while executing assignments with a minimum of supervision.

trative tasks which are primarily substantive in nature, executes assignments

and takes and transcribes dictation as a regular requirement; whereas the

RSVP Aide -Kona: Full-time status will enable Iona Aide to: (1) Expand
volunteer activities=-i.e., initiating a Friendly Visitation project in Kona;
(2) Add the Kohala district as part of her service area; (3) Provide more support
services to present Senior Volunteers.
RSVP Aide, Xilo: Full-time status will enable Hilo Aide to: (1) Add the Ka'u
district as part of her service area; (2) Expand activities which will include
recruitment o£ volunteers for involvement in new projects such as Crime Prevention
and Energy Conservation.

ACCOUNTANT I
Duties Summary:
Performs professional accounting work in the conduct of a fiscal
program _involving the maintenanc.e.of accounting records; participates .ir..the
preparation, analysis, and/or interpretation of statements of financial condition
and other accounting ,reports;,and, ;performs, :other related dutiessas.required.
Distinguishing Characteristics:
This class differs from the,Aceountant II in that the Accountant I
performs accounting work•on selective phases of a fiscal program, or for a
small �department, the -account ink functions of which are of -a' simple to moderately
complex; nature. and. are performed in_. -accordance with standard accounting practices
and general instructions; whereas the Accountant II performs accounting work for
a fiscal program, or a major component of a larger program, the accounting funct-
ions of which are of a complex nature by reason of the variety of transactions
and problems, and which are performed in accordance with standard accounting
practices and the policies and objectives of the accounting system.
Illustrative Examples of Work:
Maintains expenditure, object, cost and control ledgers, registers,
journals and other records required in fiscal operations; classifies, codes,
and distributes to proper accounts and funds, accounting documents covering
encumbrances, expenditures and revenues; participates in the collection,
complilation, classification and evaluation of fiscal data, takes trial balances;
makes adjusting and closing entries; verifies and analyzes financial data and
prepares financial statements and reports; participates in making studies and
estimates of department's revenues and operating costs and assists in working
out allocation of funds to various programs or activities; may supervise the
work of clerical recordkeeping personnel.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience .
substantially equivalent to graduation from an accredited college or university
with major work in accounting and one year of responsible work experience in
accounting.
Knowledge of: 'principles and practices of accounting; preparation
and analysis of financial statements and reports; office practices and proce-
dures.
tbility to: prepare complete and accurate financial reports and
standards; analyze data, detect errors and correct inconsistencies in account-
ing records; maintain effective working relationship with others.

ACCOUNTANT II
Duties Summary:

Independently performs professional accounting work in the mainte-
nance of an accounting system; analyzes fiscal data; and performs other related_
duties as required.
Distinguishing Characteristics:
This class differs from the Accountant III in that the Accountant II
performs accounting work for a. fiscal program or a. major component of a. larger_
program which accounting functions are of a complex nature, and which are
performed in accordance with standard accounting practices, and the. policies
and objectives of the accounting system; whereas the Accountant Illperforms
accounting work for a fiscal program or a major component of a larger program
which involve significant complexities arising from such factors found in
operations of a commercial or semi -commercial nature, or where the program
operates on a substantial variety of sources of funds, or other equivalent
problems.
Illustrative Examples of Work:
Sets up and maintains accounting records required in the control of
fiscal operations; compiles, evaluates and prepares reports of fiscal data;
supervises clerical personnel concerned with fiscal control records; classi-
fies, codes, and creates posting controls for pre -audits; distributes accounting
documents covering encumbrances, expenditures and revenues to proper accounts
and funds, collects, compiles, classifies and evaluates fiscal data, takes
trial balances, makes adjusting and closing entries; verifies and analyzes
financial data and prepares financial statements and reports; participates in
making studies and estimates of department's revenues and operating costs and
assists in working out allocation of funds to various programs or activities;
develops and refines cost accounting procedures, inventory and property records;
maintains budget control; may prepare budget.
Minimum Qualification Requirements:
Training and Experience. A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in accounting and two years of responsible work experience in
accounting.
Knowledge of: principles and practices of commercial accounting;
preparation and analysis of financial statements and reports; fiscal administra-
tion including budgeting and financial reporting; office practices and proce-
dures.
ACCOUNTANT II
Ability to: devise and install accounting methods, techniques and
procedures; prepare complete and accurate reports and standards; analyze data,
detect errors and correct inconsistencies in accounting records; maintain
effective working.relationship with others.
