Resolution
WHEREAS, pusuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.14 (b). FISCAL DIVISION. DEPARTMENT OF WATER SUPPLY.
1.Reallocate one position of Assistant Clerk -Typist SR -6 (temporary)
to Data Entry Operator SR -8 (temporary as needed).

BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Water Supply, Parks and Recreation, Finance and
Personnel Services for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
This position is to take care of any unanticipated emergency such as unexpected
workloads and illness which are temporary in nature. The existing table of
organization does not provide the computer section with temporary as -needed
positions to handle unexpected problems.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2. Keeps office accounts 30%, etc.):
The position being reallocated is also temporary as needed and is presently
vacant. The duties are all new.
3. Give reasons why new duties at-h'_gher level: are needed and cannot
be assigned to classes at higher, level or handled in other ways
such as short germ contracts.,:ete_ (Use productivity measurements
where possible.):
Should the need to fill this position temporarily arise, experienced persons
only will be cgnsidered. There wil.l_be no .time to train an inexperienced
person.

Duties Summary:

Operates a typewriter and performs routine', repetitive clerical work
in preparing, processing and filing forms, records and similar materials in
accordance with specific instructions or clearly defined requirements and pro-
cedures; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Clerk -Typist in that the Assistant
Clerk -Typist performs routine, repetitive tasks which are primarily procedural
in nature, executes assignments in accordance with specific instructions or
clearly defined procedures, and operates a typewriter in typing materials where
guides as to format and arrangement of data are readily available; whereas the
Clerk -Typist performs'a variety of tasks involving referral to a number of dif-
ferent sources, executes assignments in.accordance with general instructions,
accomplishes work with some use of discretion and selectiveness in deviating
from established processes and procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required.
Illustrative Examples of Work:
Types letters, memoranda, reports, specifications, statements, forms
and other materials into -final form from rough or corrected copy; types tabular
and other materials from copy or according to prescribed format; cuts stencils;
checks and proofreads typewritten materials; sorts and arranges preceded docu-
ments for filing; assembles and collates materials as instructed; hands out
forms and gives standard instructions on filling in requested information;
checks and processes forms, arplications, permits and other materials for
accuracy and completeness in accordance with specific practices and guides;
posts data to various records from clearly indicated sources; maintains simple
tally or similar records; makes simple extensions, recapitulates figures, and
checks same for arithmetical accuracy; gives general information over a counter
or telephone; answers telephone and takes or relays messages and calls; makes
routine appointments for the staff; greets callers and directs them to proper
persons or offices; runs errands to pick up and deliver materials; receives,
sorts, and distributes mail, papers and various documents; stuffs, seals,
stamps and addresses envelopes; may accept cash payments for standard fees and
write out receipts; may operate standard office machines such as mimeograph,
adding and calculating machines; may operate an automobile in picking up and
delivering mail, packages, documents and other materials.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school, including or supple-
mented by course work in typing.

Knowledge of; office practices end procedures; filing methods and
systems; grammar, spelling and word usage.

Ability to: type at the rate of X1 -5 -net words per minute; make arith-
metic computations; compare nanes and numbers accurately; file materials numeri-
cally and alphabetically; keep.simple records; operate standard office machines
and equipment; follow oral and written instructions; deal tactfully and effec-
tively with the public; work harmoniously with others.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for per-
formance of the duties.
This is an amendment to the specification for the class
ASSISTANT CLERK -TYPIST, which was approved on August 26,
1957.

DATA ENTRY OPERATOR
Duties Summary:
1.535
Operates a key punch or key -to -disc device to transcribe alphabetic
and/or numeric data from source documents into media suitable for electronic
data processing; performs incidental clerical tasks; and performs other related
duties as required.
Distinguishing Characteristics:
This class is distinguished by the operation of key entry and verify-
ing machines in keying and verifying data from source documents into machine-
readable media.
Illustrative Examples of Work:
Receives varied data of a statistical or accounting nature; reviews
documents for completeness and selects appropriate information to be keyed to
the programmed format; keys pertinent data on tabulating cards, tapes and discs
by the use of an alphabetic and/or numeric key entry machine such as key
punch/verifier, key to tape, key to'disc; operates equipment in checking data
keyed by others against the same data; rejects and corrects inaccurately keyed
information and data; performs routine coding of data; recalls data from files
to make necessary changes and/or corrections; sorts, arranges and files source
documents and punch cards; may perform simple operations on the sorter,
interpreter and reproducer; maintains key equipment in good working order;
may perform clerical tasks.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and (a) certified
completion of a key punch or key verifying training course or (b) 6 months'
experience as an operator of key punch, key -to -disc, and/or related data -
entry equipment.
Knowledge of: methods of operation of key punch and verifying
machines; use of reference sources required in the interpretation of source
material; application of established codes and key punching; office practices
and procedures.
Ability to: operate key punch and verifier; learn the use of and
operate key -to -disc devices; follow oral and written instructions; make
arithmetic calculations rapidly and accurately.

Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perfor-
mance of the duties.
Physical Effort Grouping: Light
This is the first specification approved for the new class

Federal Administration on Aging has allocated additional grant monies to the County
of Hawaii for the Elderly Meals Program. These funds will be used to expand the
nutrition services to South Kohala, where no previous services were available.
A new meal site will be started on September 8, 1980 and a 1/'2 time staff will be
needed for day to day site management and service.

These additional monies has made it possible to provide nutrition services to
elderly in each Big Island district.. At each of the fourteen other meal sites
we have only one paid (1/2 time) staff person who is responsible for the total
daily program, recordkeeping and supervision of older volunteers.
