HomeMy WebLinkAboutRES 695 Draft 01 1976-1980County of Hawaii --State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: FEDERAL AND STATE FUNDED -EXEMPT POSITIONS (EXHIBIT B) SECTION 8.05. PLANNING DEPARTMENT. Coastal Zone Management Program 1. Add one new position of Planner I SR -12. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): The proposed position will be created using Coastal Zone Management (CZM) funds provided to the County through State/Federal sources. In the upcomin years, the County will be moving into new programs involving advanced data gathering to service both the Land Use Inventory and joint State/ County Hawaii Permit Application Support System -1,H -PASS). Similarly,. we anticipate more participation in a new CZM-related program, Coastal Energy Impact (CEIP). These efforts have now required additional staffing for which we have included in our annual CZM budget request (attached). 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40€; 2. Keeps office accounts 30%, etc.): n/a 3. List other rationale or pertinent statements and data: Participation in the State CZM Program has resulted in many positive benefits for both our department and the County. The positions created under this program have enabled us to move in many directions which would have not been possible with our limited staff. In addition, although the CZM program has been on a continuing basis for the last five years, it is nonetheless another program which pays for itself in terms of operational and capital (equipment, etc.) outlays with no costs to the County. 6. Distinguishing Characteristics: This is the entry-level class in the Planner series. This class differs from that of Planner II in that the Planner I performs specific and limited reference and research assignments in fact-finding for the up -dating or review of planning information under immediate supervision; whereas the Planner II performs fact-finding and simple analysis work in assisting in physical planning studies. Illustrative Examples of Work: Receives orientation and training in the function of public planning and pertinent research methods and techniques. Under direct supervision assists in gathering land use information such as lot size, age of structure, tax valua- tion, etc.; performs assigned reading and prepares reports on such readings; verifies or extracts and compiles information from journals, reports and other resource documents; assists in the tabulation of data involving the use of statis- tical concepts and formulae; may operate adding and calculating machines and perform simple drafting; may assist in analyzing and report the findings of processed data. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in city planning, architecture, engineering, sociology, economics or public administration or a related field. Knowledge of: research methods and statistical procedures; basic objectives of zoning and community planning; general research sources. Ability to: understand and apply basic statistical concepts and formulae and learn research methods and techniques used in public planning; read and comprehend a broad range of subjects; learn the functions of public planning; speak and write effectively. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
