Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.04 (b). DIVISION OF ACCOUNTS. DEPARTMENT OF FINANCE.
1. Add one new position of Computer Programmer III SR -18.
SECTION 8.15. OFFICE OF THE PROSECUTING ATTORNEY.
1. Add one new position of VictWWitness Counselor SR -21.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Finance, Prosecuting Attorney, and Personnel Services
for their information.

COMPUTER PROGRAMMER III
Duties Summary:
Develops and prepares diagrammatic plans and machine instructions for
processing a wide variety of data on an electronic computer; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of Computer Programmer II in that the
Computer Programmer III performs the full range and variety of computer programming
assignments under general supervision; whereas the Computer Programmer II assists
In computer programming by performing selected assignments under close supervision
but on a progressively responsible basis.
Illustrative Examples of Work:
Participates in the analysis, program design, coding and other programming
tasks required to produce reports, mathematical computations; develops and codes
data file maintenance programs as required; converts programming specifications
into computer programs using languages accepted by machine•; meets with personnel
of operating agencies and other customers to obtain necessary information for
writing new programs and modifying existing programs and data files; studies
program application specifications, plans sequence of action and determines basic
decisions and actions required to produce output; programs check points to insure
accuracy in work processes; writes instructions, flow charts, procedures and
data record layouts to support new and existing programs and applications; works
with other computer personnel to reconcile differences in programming and analysis
viewpoints to obtain additional information; locates programming logic errors
and applies corrections to remedy problem situations; sets up related job control
language and test data files as required to test new programs and to incorporate
such programs into normal operations; performs desk checking of written programs;
maintains, corrects, modifies existing programs written by other programmers;
prepares instruction sheets to guide production runs; assists in determining causes
of machine stoppages; may supervise lower level programmers; attends periodic
training courses and reads technical publications to keep abreast of developments
in the field.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in public or business administration, accounting, mathematics,
or a related field and 1 1/2 years of stored computer programming experience.

Knowledge of: automatic data processing principles and techniques;
electronic computer programming concepts, methods and techniques; the various
types of symbolic programming languages; operation of.electronic computers and
peripheral equipment; office systems, practices and procedures.
Ability tot understand and analyze oral and written statements
concerning a variety of data processing problems, and discuss them with others;
program a variety of problems on an electronic computer; visualize flow of
data through a computer system; recognize errors in program instructions and
avoid perceptual errors in making computations; translate data into program
codes used in computer systems; keep -records and prepare reports; work effectively
with others; give and follow oral and written instructions.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.

departments, however, will be terminated due to the lack of funds
effective September 30, 1980. Therefore, we are requesting the
creation of the position to replace this position using County funds.

Monies have been budgeted for the position to begin October 1, 1980,
in the 1980-81 fiscal year.
5. List other rationale or pertinent statements and data:
The position has-been funded for the past four years by the
Federal and State Law Enforcement Agencies, and it is only'
because Congress has frozen the grant monies, that we are
now requesting that the position be made permanent since it
has proven to be beneficial and important in assisting both
the Prosecutor's Office and the community.

VICTIM/WITNESS COUNSELOR
Duties Summary:
2.360
Performs a variety of counseling services; provides information,
counsel, advice and assistance to victims/witnesses of criminal acts; acts
as liaison between the victims/witnesses and the criminal justicesystem
agencies; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for providing
comprehensive counseling to victims/witnesses of criminal acts and to coordinate
activities with other public and private agencies providing services.
Illustrative Examples of Work:
Acts as liaison between the victims/witnesses and the criminal
justice system agencies; contacts victims/witnesses to inform them of their
rights and services available through the State Criminal Injuries Compensation
Commission and other criminal justice system agencies; counsels the victims/
witnesses as to their role in the prosecuting; arranges witnesses schedules
and testimony times; transports witnesses from the airport and court to their
accommodations; acts as liaison between the prosecutor and the victims/witnesses;
works with the community organizations to establish possible groups to aid
victims, establishes trust funds financed by the offenders, and solicits other
sources of funds to service the victims; assists in the speedy return of
property to the victims; counsels victims who have been traumatized by their
experience; collects and compiles information concerning the cases; prepares
correspondence; prepares case records, reports and other documents.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in social work, sociology, psychology, or a related field and
2 years of experience in a program which provides social services, including
counseling to individuals.
Knowledge of: laws, rules and regulations relating to the State
Criminal Injuries Compensation Commission; public and private community
resources providing services and/or benefits relating to criminal justice
system programs.

Ability to: collect, analyze, and evaluate facts; utilize wide
variety-of-interviewing•techniques-and dealing with -a wide variety of
individuals of varying types and backgrounds; correctly apply the rules and
regulations and other provisions of the law to the specific problem; under-
stand and interpret a variety of benefits, services and rights; speak and
write clearly; develop and maintain effective working relationship with
victims/witnesses, public and private agency representatives.
