WHEREAS, it is fitting that this year's Waimea Country Fair will be
dedicated to RICHARD PENIIA.LLOW in recognition of his more than 30 years
of dedicated service to the Waimea community and agriculture in the area;
and
WHEREAS, while working for Parker Ranch and Kukaiau Ranch, Mr. Penhallow
served as a member and chairman of the Board of Directors of the Mauna Kea
Soil and Water Conservation District and served as vice president of the
statewide Soil and Water Conservation organizations, and was instrumental
in developing flood control systems for the Waimea area; and
WHEREAS, throughout the years, he was deeply involved in such community
activities as the Boy Scouts' of America, Waimea-Kawaihae Community Associa-
tion, past president and distinguished member of the State Cattlemen's
Association, charter member of the Waimea Lions Club, vice president of the
Lucy Henriques Medical Center, and director of the Lyman House Memorial
Museum; and
WHEREAS, in his desire to provide sound educational facilities for the
youth of the Big Island, Mr. Penhallow was one of the founders of the
Hawaii Preparatory Academy in Waimea, and is founding director and president
of the Board of Directors of Parker School.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it congratulates Mr. Richard Penhallow for the well-deserved recogni-
tion and honor conferred upon him during the 1980 Biennial Waimea Country
Fair.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit.
true copies of this resolution to Mr. Richard Penhallow and the Waimea
Lions Club, sponsor of the 1980 Bienntial Waimea Country Fair.
