HomeMy WebLinkAboutRES 654 Draft 01 1976-1980U County of Hawaii -State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8.09 (c). MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND RECREATION. 1. Reallocate one position of Park Caretaker I WB -2 to Assistant Account Clerk SR -8 - BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the departments of Parks and Recreation, Finance and Personnel Services for their information. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): The Maintenance Division is staffed by 87 fulltime employees who maintain over 100 facilities on 1,100 acres of land area, The Division is not staffed with a single position directly responsible for cost accounting or clerical duties. m111111'I' "L" It, ,4 4. Was reallocation or reclassification budgeted and if not, why were manpower needs not planned through budgetary.process? The Maintenance Division has not been authorized any additional positions in the last five (5) years. This is a fiscally responsible action to convert an existing position rather than creating an additional one.. 5. List other rationale or pertinent statements and data: While the shortage of maintenance personnel will be aggravated by this move, the placement of an Assistant Account Clerk in the baseyard office will increase the efficiency of the division. 6. New class specification Personnel Services Note: The duties reassigned to position identified as HC 340, Park Caretaker I, WB -2, no longer reflect those of the groundskeeping in parks, playgrounds or other landscaped areas. The new duties are those of recordkeeping work under prescribed procedures. Based on the new duties, the reallocation of said position from the blue collar class (Park Caretaker) category to that of the white collar class (Assistant Account Clerk) is warranted. COUNTY Ur MWAII ASSISTANT ACCOUNT CLERIC Duties Summary: Reviews, posts to, revises and summarizes fiscal records and statements in accordance with prescribed procedures; compiles data and prepares reports; and performs other related duties as required. Distinouishina Characteristics: This class differs from that of Account Clerk in that the i+ssistant Account Clerk performs account record keeping work governed by detailed procedures and where supervision is readily available; whereas the account Clerk independently performs account record keeping work not clearly defined by prescribed procedures. Examples of Duties: Posts to and maintains ledgers, appropriation allotment accounts and other subsidiary records; takes periodic trial balances; schedules, indexes and files bills, purchase orders, invoices, and other data in accordance with prescribed guides; checks vouchers, invoices, purchase orders and other data for conformance with standards and accuracy of extensions and computations; posts payroll distribu- tions by work orders; verifies work orders; records purchase orders; prepares financial statements; compiles and tabulates statistical or fiscal data; operates standard office machines such as calculating and adding machines and typewriters. Minimum Qualification Requirements: Trainine and Experience: A combination of education and experience sub- stantially equivalent to graduation from high school and two years of clerical experience including account record keeping work. Kncwledre of: bookkeeping principles and practices; office practices and procedures; grammar, spelling and word usage; filing methods and systems; use of standard office machines. Ability to: maintain fiscal accounts and'rerords; prepare financial reports and statements; operate calculating aid adding machines, and typewriters; make arithmetical computations; compare nacres and numbers; .learn laws, and rules and regulations of the department; work harmoniously with others.
