WHEREAS; agricultural plantation communities have and still
play an important historical and social role throughout the State
of Hawaii; and
WHEREAS, concerted and cooperative private and public efforts
to centralize many of these plantation communities and camps into
newer, urban -like areas like Kulaimano, have occurred with much
success; and
WHEREAS, those efforts should continue unabated to allow a
greater range of life style choices to people associated with
agricultural plantation communities; and
WHEREAS, there is still a concurrent need to recognize and
retain some existing plantation communities and camps for their
historical, social, and economic value; and
WHEREAS, although such plantation communities and camps may
not be consistent with present-day building, zoning, and other
related codes, they still provide a reasonably safe and healthful
environment; and
WHEREAS, there are existing documents like the Northeast Hawaii
Community Development Plan, draft Keaau Design Plan, and the Hawaii
State Plan, as well as House Resolution No. 319, adopted this year
by the State House of Representatives, which point out the need
and value of these existing plantation communities and camps; and
WHEREAS, to allow the conversion of these plantation camps
into individual home -ownership will foster not only a greater sense
of pride attached to owning one's home but will indirectly perpetuate
a sense of history that was and still is so vital to contemporary
Hawaii; and
WHEREAS, the conversion of these camps to individual home -ownership
cannot occur under the existing zoning, subdivision, and related
codes without incurring high improvement costs and without destroying
the historical flavor of those camps,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests of the Planning Director and Planning
Commission of the County of Hawaii to consider these existing planta-
tion communities and camps as a special and unique circumstance and
when the occasion arises to thereby allow the waiver of certain
subdivision and zoning requirements through the variance process.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit certified copies of this resolution to the Mayor, Planning
Director, and Planning Commission of the County of Hawaii.
