Resolution No. 07
A RESOLUTION ENDORSING THE CONTINUATION OF REVENUE SHARING
WHEREAS, the State and Local Government Fiscal Assistance
Act of 1972, more commonly known as General Revenue Sharing, will
expire on September 30, 1980; and
WHEREAS, at this time there is a critical debate in Congress
as to whether to continue this appropriation beyond its current
authorization; and
WHEREAS, through September, 1979, the County of Hawaii has
received a total of $22,527,605, in General Revenue Sharing funds;
and
WHEREAS, in the County of Hawaii these funds have been
expended to the benefit of the citizens in the forms of new programs
and capital improvement projects; and
WHEREAS, if the County had to raise this amount of money in
support of these services the ad valorem real property tax rate
would have to be increased approximately $1.25 to $1.50 over the
average rate of $17.90 per $1,000 of Real Property valuation; and
WHEREAS, the General Revenue Sharing Program has the lowest
administrative costs of any of the federal assistance programs,
is distributed equitably to local and state governments, and
provides counties much needed flexibility in delivering locally
determined services and programs.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the General Revenue Sharing Program should be
maintained on its present basis and it endorses the continuation
of the State and Local Government Fiscal Assistance Act of 1972,
and that true copies of this resolution be remitted to
The Honorable James Carter, President of the United States;
U. S. Senator Daniel K. Inouye; U. S. Senator Spark M. Matsunaga;
U. S. Representative Daniel K. Akaka and U. S. Representative
Cec Heftel.
