RESOLUTION No. 4¢ 99
RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII OR, IN
HIS ABSENCE, THE MANAGING DIRECTOR, TO EXECUTE AND SUBMIT THE
ECONOMIC DEVELOPMENT INITIATIVE (EDI) SPECIAL PROJECTS GRANT
APPLICATIONS AND OTHER RELATED DOCUMENTS TO THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, Senator Daniel K. Inouye and the United States
Department of Housing and Urban Development (HUD) have advised
the County of Hawaii that Congress has approved and
President Clinton has signed the Department of Veteran Affairs
and Independent Agencies Appropriation Act, 1999, P.L. 105-276;
and
WHEREAS, the Act provides for an Economic Development
Initiative (EDI) Special Projects Grant of $250,000 for
infrastructure development in Puna, Hawaii; and
WHEREAS, HUD has invited the County to submit an application
for the $250,000 EDI Special Projects Grant; and
WHEREAS, the County wishes to apply for the $250,000 EDI
Special Projects Grant for infrastructure development in Puna,
Hawaii; and
WHEREAS, a timely submission of the application for EDI
Special Projects Grant funds, in accordance with the appropriate
federal requirements, is necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor of the County of Hawaii or, in his
absence, the Managing Director is hereby authorized to execute
and submit the EDI Special Projects Grant application for
infrastructure development in Puna, Hawaii, and all other

related documents necessary to process and implement the EDI
Special Projects Grant application to HUD in the amount of
$250,000.
BE IT FURTHER RESOLVED that the Mayor is authorized to
negotiate and execute an agreement and other related documents
with HUD for the $250,000 EDI Special Projects Grant.
BE IT FURTHER RESOLVED that the Mayor or his authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED that the County of Hawaii will
comply with the requirements and certification of the EDI Special
Projects Grant program and application.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
