HomeMy WebLinkAboutRES 615 Draft 01 1976-1980County of Hawaii --State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8.14 (b). FISCAL DIVISION. DEPARTMENT OF WATER SUPPLY 1. Delete one position of Clerk -Typist SR -8 (temporary). SECTION 8.14 (d). OPERATIONS DIVISION. DEPARTMENT OF WATER SUPPLY 1. Add one new position of Clerk SR -8. This resolution shall amend the Salary Ordinance of 1979 and incorporate into the Salary Ordinance of 19809 after adoption. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the departments of Water Supply, Finance and Personnel Services for their information. Dated this 21st day of May. 1980. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): This new position is needed to keep up with the increase in workload at the Operations Division. The existing Account Clerk (SR -10) at the base yard does not have the time to maintain the various types of operational and control records. This new position. will search through the variety of files and records; extract, compile and summarize information; set up and maintain filing system for the Water Service Supervisor, Mechanical Engineer IV, and Operations Division Head. For example, we now have about 105 pump and chlorination stations for which pump data (kilowatt, hour meters, daily pump check list, flow chart, reservoir level charts, chlorine usage, etc.) are submitted weekly for plant supervisors to analyze and determine preventive maintenance. Further, this new position, after proper training, can substitute for the Account Clerk or the Storekeeper when they go on vacation or sick leave. 3. Give reasons why new duties at h'_.oher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): The duties of this position are continuous type of work and as our water systems expand, the workload increases also. We find that this new position is best suited for this type of work. EXHIBIT "B" 4. Water Commission approved the creation of this position on March 25, 1980. 5. List other rationale or pertinent statements and data: There is an immediate need for this position in the Operations Division. Presently, there is no replacement or substitution whenever the Account Clerk or the Storekeeper goes off on an annual leave or on a long sick leave. 6. Attach: a. Old Table of Organization h. Distinguishing Characteristics: This class differs from that of Assistant Clerk in that the Clerk performs a variety of tasks involving referral to a number of different sources, executes assignments in accordance with general instructions, and accomplishes work with some use of discretion and selectiveness in deviating from established processes and procedures; whereas the Assistant Clerk performs routine, repeti— tive tasks which are primarily procedural in nature, and executes assigmients in accordance with specific instructions or clearly defined procedures. Illustrative Examples of Work: Prepares, checks and processes forms, records, reports, applications and other documents for accuracy, completion and conformance to established re— quirements; makes routine follow—ups to secure required information; determines eligibility for and issues licenses and permits; assists the public in filling out standard and supplementary forms; posts data to and maintains various types of operational and control records; searches through a variety of files and re— cords, extracts, compiles and summarizes information, and prepares periodic and special reports; composes routine correspondence and letters of acknowledgnent; sorts, arranges and files bills, invoices, applications, correspondence and other materials; sets up and maintains files and revises system as necessary; gives general information and resolves complaints over a counter or telephone involving interpretation and explanation of rules, regulations, policies and procedures and knowledge of the agency's purposes and functions; answers telephone and takes or relays messages and calls; makes appointments for the staff; greets callers and directs them to proper persons or offices; may accept cash payments for standard fees and write out receipts; may operate standard office machines such as typewriter and mimeograph, adding and calculating machines; may incidentally supervise the work of others. Minimum Qualification Requirements: Training and Ex ericuce: A combination of education and experience substanti y equiva,cnt to gra uation from high school and one year of clerical experience. Knowledge of: office practices and procedures; filing methods and systems; grananar, spelling and word usage; the purposes and uses of standard office machines.
