Resolution No. 611 (AMENDED)
WHEREAS, the Hawaii County Council approved the preliminary
inquiry into the probability of criminal or civil wrongdoing in
four of the Kohala Task Force (KTF) projects; and
WHEREAS, preliminary findings by three contracted private
attorneys uncovered questionable activities such as:
1. The falsifying of inventory and equity
requirement figures.
2. The hiding of materials and equipment
to avoid the taking of physical inventories.
3. The hiding, destroying and/or altering
of records, books and accounts.
4. The unauthorized transferring of large
amounts of state and county funds into
personal checking accounts.
5. The questionable huge purchases of
worthless equipment and inventory from
an establishment known to be on the verge
of bankruptcy; and
WHEREAS, Prosecuting Attorney Jon Ono has refused to allow
the County Council to examine the full text of the recent criminal
investigation report; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that in light of the fiscal constraints and the increasing
public demands, the Council shall request the Federal Bureau of
Investigation and the Internal Revenue Service look into these
alleged wrongdoings and review the findings of the preliminary
investigation, thus providing neutral third parties with established
investigatorial expertise to once and for all confirm or disaffirm
any of the stated criminal or civil illegalities.

BE IT FURTHER RESOLVED that true copies of this resolution
be remitted to the Internal Revenue Service; the Honolulu Office
of the Federal Bureau of Investigation; Governor George R. Ariyoshi;
Senate President Richard S. H. Wong; House Speaker James H. Wakatsuki;
Director of Agriculture John Farias, Jr.; and Jon Ono, Prosecuting
Attorney, County of Hawaii.
