HomeMy WebLinkAboutRES 608 Draft 01 1976-1980County of Hawaii—State of Hawaii Resolution No*,' tog WHEREAS, pursuant to Section 3-14 Adoption of Pay Plan, Hawaii County Charter, interim amendments to the Salary Ordinance may be by resolution; and WHEREAS, Section 3-4, Compensation; Salary Commission, Hawaii County Charter, mandates that the salary of councilmen and council chairman shall be established by a salary commission who shall set an appropriate salary range on the same basis as employees of bargaining units to assure a sensible relation for the work they do; and WHEREAS, Section 3(D), Ordinance No. 450, the Salary Ordinance of 1979, indicates that the Mayor and Council shall review and compensate officers and exempt employees at an appropriate level to assure a sensible relationship and to adequately compensate them for the work they do; and WHEREAS, the members of the Council finds that a minimal differential of 5% should be retained in compensation levels separating the department heads, his assistants, other exempt officers and the subordinates compensated by the collective bargaining agreements; and WHEREAS, the appointed officers of the executive and legislative branches have not received annual salary adjustments in consonance with those granted by collective bargaining agreements, thus disrupting the sensible relationship between elected and appointed officials and the employees subject to collective bargaining agreements; and WHEREAS, the Council finds that this matter should be referred to a Salary Commission appointed by the Mayor or an Ad Hoc Committee appointed by the Council and the scope of work include the develop- ment of a sensible relationship in the compensation plan for all elected officials and employees not directly covered by collective bargaining or provided for by any other section of the law, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests the Mayor to appoint a Salary Commission or the Council shall appoint an Ad Hoc Committee to review the foregoing concerns and establish a one-step compensation plan for all elected officials and employees not directly covered by collective bargaining or provided for by any other section of the law. BE IT FURTHER RESOLVED that the Salary Commission or the Ad Hoc Committee consider the proposed groupings for the executive and the legislative appointees as reflected in Schedule "B". 0 BE IT FURTHER RESOLVED that during the interim period, the appointed officials shall receive adjustments as reflected by Schedule "A" effective July 1, 1979, and to continue till the effective date of either the Salary Commission's or the Ad Hoc Committee's compensation plan. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of this resolution to the Honorable Herbert T. Matayoshi, Mayor of the County of Hawaii. The salaries of the Legislative Auditor and other legislative branch deputies/assistants shall be set by the Council Chairman. Salaries shall not exceed 95% of the salaries paid to department/agency heads, payable semi-monthly out of the County Treasury.
