HomeMy WebLinkAboutRES 603 Draft 01 1976-1980County of Hawaii—State of Hawaii Resolution No:- 603 WHEREAS, Ordinance No. 217 adopts the Kailua Village Design Plan to further clarify the General Plan policies and to establish a more detailed program for implementing the General Plan within the Kailua Village area; and WHEREAS, the theme adopted by the Kailua Village Special District Commission is the "Kona Way of Life" which is described as slow, peaceful, relaxed, quiet, natural, casual, unhurried and uncrowded; and WHEREAS, increased activity has led to rapid urban growth contributing heavily to the vehicular traffic congestion along the roadways leading to and from Kailua Village; and WHEREAS, to assure the orderly implementation of the Kailua Village Design Plan, the Council of the County of Hawaii finds that immediate relief to the traffic congestion in the Village area is essential; and WHEREAS, the State and County governments recognize that relief to the traffic congestion within the boundaries of the Kailua Village Special Design District will be alleviated by (1) the State's Queen Kaahumanu Highway extension; (2) the County's Kuakini Corridor projects; and (3) the proposed traffic circula- tion contained in the Kailua Village Design Plan; and WHEREAS, the County of Hawaii has implemented the planning phase for the Kuakini Highway Corridor improvements to provide relief of the Kailua Village area; and WHEREAS, plans for the Kuakini Highway Corridor improvements should be completed in May of 1980; and WHEREAS, the Council of the County of Hawaii finds that within the Village, immediate partial relief to the problem of increased vehicular traffic volume is to control commercial development on the periphery of the designated boundaries of the Kailua Village Design Plan. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it directs the Planning Director and the Planning Commission of the County of Hawaii to favorably consider requests for rezoning to commercial and other uses which conform to the land use and circulation plan set forth in the Kailua Village Design Plan. BE IT FURTHER RESOLVED that until the completion of the Queen Kaahumanu Highway extension, the Kuakini Highway Corridor projects, and the Kahaluu Water Distribution System (Phase I and II), changes of land use and development in the Kailua Village area shall conform to the Kailua Village Design Plan and high intensity uses and developments on the periphery or outside of the designated boundaries. of the Kailua Village Design Plan be de-emphasized. BE IT FINALLY RESOLVED that a copy of the resolution be for- warded to Mayor Herbert T. Matayoshi, County of Hawaii; Land Use Commission, State of Hawaii; Planning Director Sidney Puke; Planning Commission Chairman William J. Paris, Jr.; and Planning Commission members Bert H. Nakano, Glenn Frias, Clyde Imada, Roy Kagawa, Alfredo Orita, George Ponte, Charles H. Sakamoto, Jr., and Tina Whitmarsh.
