WHEREAS, the rapidly escalating cost of fossil fuels places considerable
financial burdens on the residents of the County of Hawaii; and
WHEREAS, Hawaii County currently enjoys a substantial energy contribution
from its biomass sources in the form of bagasse; and
WHEREAS, a means to more effectively control the rate of energy cost escala-
tions is through the development and use of indigenous energy supplies; and
WHEREAS, ethanol can be produced from feedstocks which are plentiful in
Hawaii, such as molasses, bagasse, and wood wastes; and
WHEREAS, ethanol can be mixed with gasoline to produce gasohol and thereby
reduce the quantity of fossil fuel required to be imported into Hawaii; and
WHEREAS, the development of an ethanol plant on the Big Island would
contribute to the energy supply and create gainful employment opportunities; and
WHEREAS, the U. S. Department of Energy has issued the Synthetic Fuel
Solicitation, Number DE-PA01-80RA50185, entitled "Feasibility Studies for Alternative
Fuels Production"; and
WHEREAS, the Hawaiian Dredging and Construction Company, in cooperation with
GeoProducts Corporation intends to respond to said solicitation with a proposal
to examine the feasibility of building a geothermal powered ethanol plant near
Pahoa, Hawaii.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
endorses the proposal to develop an ethanol plant on the island of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the Hawaiian Dredging and Construction Company and
Mr. Bruce M. Bakaysa of the Department of Energy.
