Resolution No. 597
A RESOLUTION INCREASING THE AUTHORIZED AMOUNT OF TEMPORARY
TRANSFERS OR LOANS FOR UNDERTAKING PUBLIC IMPROVEMENTS.
WHEREAS, Resolution No. 583 dated March 25, 1980,
authorized the director of finance to temporarily transfer
or loan $2,000,000 to the Capital Projects Fund for the
South Kohala Water Development project; and
WHEREAS, the low bid for construction plus contingency,
utilities, survey, engineering and inspection costs amount
to $3,485,000 and exceed available state and county funds
by $500,000; and
WHEREAS, the water project is necessary for the
development of the Kawaihae area, the improvement of
water service to residents in the area, the creation of
much-needed jobs in the county, and the expansion of the
economic base; and
WHEREAS, Ordinance No. 443 has been amended to increase
the capital appropriation by $500,000 for the South Kohala
Water project; and
WHEREAS, Ordinance No. 482 has been amended to increase
by $500,000 the amount of bonds authorized for issuance
to finance this project; and
WHEREAS, $2,500,000 is needed immediately to award
the contract and to save the $1,000,000 in state funds
appropriated by Act 244, S.L.H. 1978, for this project;
now, therefore,
BE IT RESOLVED by the Council of the County of Hawaii
that the director of finance be authorized to temporarily
transfer or loan an additional $500,000 to the Capital
Projects Fund for the South Kohala water Development
project from any other funds which can wholly or partially
accommodate such transfer or loan.
BE IT FURTHER RESOLVED that this resolution shall
be effective upon the passage and adoption of Bills for
an Ordinance numbered 611 and 612.
BE IT FURTHER RESOLVED that the funds from which the
transfers or loans are made shall be reimbursed by the
Director of Finance from the proceeds of the bond.sales
upon the eventual issuance and sale of the bonds, or by
appropriations of the County Council.
