Resolution No. 595
RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND FILE A PRELIMINARY
APPLICATION WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
FOR THE DEVELOPMENT OF 40 UNITS OF LOW-INCOME HOUSING IN HILO
UNDER HUD'S SECTION 8 NEW CONSTRUCTION PROGRAM.
WHEREAS, pursuant to Resolution No. 563, as Amended, and
adopted on March 5, 1980, by the County Council wherein it
specifically states that it is the objective of the Council to
provide elderly housing within downtown which preserves the life-
style of elderly residents, in low-rise buildings with adequate
space for gardens and pets; and
WHEREAS, one of the objectives of Resolution No. 563, Amended,
was to implement a viable vehicle to re -direct funds that are
available from HUD from the Ponahawai Block situation to other
downtown needed programs; and
WHEREAS, the County Council specifically pointed out the
need for elderly housing within downtown as stated above; and
WHEREAS, the U.S. Department of Housing and Urban Development
on February 8th and 15th, 1980, publicly invited developers and/or
local Public Housing Agencies to submit preliminary proposals to
utilize Federal housing subsidies for approximately forty (40)
dwelling units for the elderly under its Section 8 Housing Assis-
tance Payments Program For New Construction; and
WHEREAS, letters from the County Housing Agency and the
Office of Aging submitted to the Administration support the
Council's conclusion that elderly housing is a definite need in
the downtown area; and
WHEREAS, preliminary research and planning have been carried
out in an orderly manner and said research and planning have
proven that an elderly housing project is economically viable and
is consistent with the Administration's and Council's desire to
build an elderly housing project in downtown Hilo,
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE
COUNTY OF HAWAII it approves and directs the Administration
through the Office of the Mayor to submit the appropriate prelim-
inary proposals to the Department of Housing and Urban Development
regarding its "Notification of Fund Availability No. Hil0-0015"
to accomplish the goal of providing proper elderly housing rental
units in the downtown Hilo area.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized
to promptly. proceed to implement this elderly housing project
upon receipt of notice of selection by the Department of Housing
and Urban Development or the Hawaii Housing Authority.
BE IT FURTHER RESOLVED that the Mayor is authorized to nego-
tiate with the Hawaii Housing Authority for the development and/or
purchase of the housing site.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to Mayor Herbert T. Matayoshi.
