HomeMy WebLinkAboutRES 048 Draft 01 1998-2000 COUNTY OF HAWAIi;;.~aw~:STATE OF HAWAII RESOLUTION No. -..1~$-9.g_ RESOLUTION OF THE COUNTY COUNCIL OF THE COUNTY OF HAWAII APPROVING THE HOUSING PRESERVATION GRANT PROGRAM TO PROVIDE LOW- OR ZERO INTEREST LOANS OR GRANTS TO QUALIFIED FAMILIES. WHEREAS, the United States Department of Agriculture, Rural Development (RD), has advised the County of Hawaii on December 23, 1998, that a preapplication for the 1999 Housing Preservation Grant (HPG) Program is due on March 23, 1999; and WHEREAS, $40,290 is available for Statewide competition; and WHEREAS, the primary objective of the HPG Program is to provide low or zero interest loans or grants to very low-income families for basic renovations and repairs to their homes; and WHEREAS, Section 2-73, Hawaii County Code, requires that all instruments and documents relating to the housing programs of the Hawaii County Housing Agency be signed by the Mayor as authorized by the Charter and the Council; and WHEREAS, it is required by the RD that the County of Hawaii submit a preapplication with certifications and other documentation assuring conformance to related rules, regulations and laws of the HPG Program; and WHEREAS, it is further required by the RD that, if the preapplication is approved, the County of Hawaii must submit an application to obligate funds; and WHEREAS, the Office of Housing and Community Development is requesting the County of Hawaii to pass a resolution approving a multi-year contract to implement the 1999, 2000 and ?_001 HPG funds if the County is successful in competing for these funds; and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the Mayor of the County of Hawaii or, in his absence, the Acting Mayor is hereby authorized to execute and submit the attached 1999 HPG preapplication and, if approved, all other related documents and agreements necessary to process and implement the HPG application and program with the United States Department of Agriculture, Rural Development. BE IT FURTHER RESOLVED that the Mayor or his authorized representative is designated to act as the representative of the County. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Office of Housing and Community Development. Dated at Hilo, Hawaii, this 4th day of March , 1999. Arakaki, Chairman Hawai'i County Council FROM: Nancy Pisicchio, Chairperson Hawai'i County Housing Agency SUBJECT: Resolution for the Hawai'i County Council Housing Preservation Grant Application and Program The Office of Housing and Community Development (OHCD) submitted to the Hawai'i County Housing Agency (HCHA) a resolution authorizing the Mayor to execute and submit the 1999 pre - application and, if approved, all other related document necessary to process and implement the Housing Preservation Grant Application and Program. The HCHA reviewed and approved the resolution at its meeting of February 16, 1999.
