HomeMy WebLinkAboutRES 502 Draft 01 1976-1980N County of Hawaii --State of Hawaii WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8.14 (b). FISCAL DIVISION. DEPARTMENT OF WATER SUPPLY 1. Add one position of Computer Programmer I SR -12 2. Add one position of Computer Programmer II SR -15. New class specification Personnel Services Note: New class established based on assignment of duties and responsibilities to subject position. eputy Director of Personnel S rvices DEPARTMENT OF PERSCNNEL SERVICES COUNTY OF HAWAII COMPUTER PROCRAMMER I Duties Summary: 2.351 Perforans as a trainee and receives orientation and training in electronic computer concepts, operation and logic, and in programming principles, methods and techniques; and performs other related duties as required. Distinguishing Characteristics: This is the entry level class in the Computer Programming series. This class differs from that of Computer Programmer II in that the Computer Programmer I performs as a trainee in a planned program.in learning and applying the prin- ciples and techniques of basic electronic computer programming under immediate supervision; whereas the Computer Programmer II assists in computer programming by performing selected assignments under close supervision but on a progressively responsible basis. Illustrative Examples of work: Atterds.and participates in formal training sessions in computer programming methods and techniques; receives on-the-job training to provide practical experience in electronic data processing; performs assigned reading and homework assignments as required; receives orientation in Countyfs organization, functions and programs; under immediate supervision conducts various supportive assignments; performs maintenance of existing programs such as conversion to additional input/ output specifications and reformating of records and reports, aids in the conver- sion of existing programs within an application to adapt to new or revised applications, assists in preparing block diagrams and detailed flow charts for minor applications, creates program logic and selects appropriate routines to be used in computer programs, prepares test data and analyzes test results for accuracy and completeness, prepares program documentation to include computer setup and opera- ting instructions as applicable to the computer program; participates in conversion procedures of computer applications to production status; maintains appropriate work and activity records; operates the computer and peripheral equipment as required. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, mathematics or a related field. Knowledge of: statistical methods and techniques; principles of report writing. 0 0 , COMPUTER PROGRAMMER I _2_ Ability to: think logically; learn the fundamentals of automatic data processing and electronic computer programming; learn pertinent programming techniques such as writing machine instructions, flow charting and debugging; learn County organization, functions and operations; read and comprehend machine manuals and other written materials; prepare clear and concise reports; work effectively with others; follow oral and written instructions. Physical Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. Distinguishing Characteristics: This class differs from that of Computer Programmer I in that the Computer Programmer 1I assists in computer programming by performing selected assignments under close supervision but on a progressively responsible basis; whereas the Computer Programmer I performs as a trainee in a planned program in learning and applying the principles and techniques of basic electronic computer programming under immediate supervision. Illustrative Examples of Work: Participates in the analysis and design of computer applications as related to specific programming limitations; assists in the development of and maintenance of all computer programs; under supervision, prepares block diagrams and detailed flow charts for minor computer applications and parts of more complex systems and translates problem statements and block diagrams; performs all programming tasks as required to produce reports per requirements; prepares all elements of program documentation and drafts procedure manuals as required; works with supervisor to reconcile differences in programming applications and to evaluate results of test runs of computer systems; assists in the conversion and implementation of computer applications to include run sheets/diagrams applicable to programs within the system to aid operating personnel; debugs programs and assists in making revisions to eliminate errors and excess machine time; operates the.computer and peripheral equipment as required; assists in maintaining program assembly listings, logs of actual computer time and cost, etc. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, mathematics or a related field and 6 months of stored computer programming experience. Knowledge of: statistical methods and techniques; principles of report writing; basic electronic data processing and programming concepts and techniques.
