HomeMy WebLinkAboutRES 499 Draft 01 1976-1980z County of Hawaii—State of Hawaii Resolution No, 499 " WHEREAS, the County Council of the County of Hawaii finds that because of historical developments such as the influence of federal - aid programs, that jurisdiction over the various roads and highways by the State and the Counties occurs in a haphazard manner. It has been determined that the physical intermingling of State and County roads, often as segments of the same highway, is not supportive of public accountability for the operating conditions of highways or provisions of maintenance activities at the lowest possible costs; and WHEREAS, the State and the Counties maintain their roads and streets independently and without benefit of coordination. There is duplication with regard to base yards, equipment purchasing, buying of repair material and equipment maintenance; and WHEREAS, the people of the County of Hawaii are urging for reduction of cost in government operation whenever possible and are demanding elimination of redundant services extended by the State and County government; and WHEREAS, during the last 1 1/2 decades, the functions of the school construction and maintenance, district courts, operations and maintenance of hospitals were transferred to the jurisdiction of the State causing uniformity in service with adequate resources in funding to carry out the needs offered to the people; and WHEREAS, during the last State Legislature, House Bill No. 72 was introduced providing the mechanics of transferring highway and road maintenance to the State from the Counties. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the general premise of consolidating p the highway and road maintenance between the State and the Counties into one at the discretion of the State Legislature and urge the latter to push for early passage of such bill. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii remit true copies of this resolution to the Honorable George Ariyoshi, <.Governor of Hawaii; the Honorable Richard Wong, President of the Senate; the Honorable James Wakatsuki, Speaker of the House of Representatives; the Honorable George Akahane, President of Hawaii State Association of Counties; and to the Honorable Herbert Matayoshi, Mayor of the County of Hawaii.
