Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
FEDERAL AND STATE FUNDED -EXEMPT POSITIONS (EXHIBIT B)
SECTION 8.05. PLANNING DEPARTMENT

1. Add two positions of Planner II SR -15
2. Add one position of Clerk -Typist SR -8.
BE IT 'FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Planning, Finance, Personnel Services, and Corporation
Counsel for their information.

1. Give- reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
Beginning October 1, 1979, we anticipate the receipt of a Federal 701 planning grant
to develop a regional development plan which would integrate the South Kohala resort
area with North Kona, particularly Kailua/Keauhou. The federal grant would be
supplemented with State funds. The total project cost would be $60,000.
We intend to do the project ''in-house'' and by having the additional positions
(Planner II and Clerk -Typist), this project could be completed (in draft form) by
September 19.80. A portion of the project would be contracted, but the basic allo-
.cation would be for ''in-house'' expenditures. *(See Below)
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40€; 2. Keeps office accounts 300, etc.):
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short tea -in contracts, etc. (Use productivity measurements
where possible.):
*The CZM Program has enabled this office to beef up its coastal management
responsibilities at,little or no cost to the County. This added personnel would
aid tremendously in the research and analytical work needed:to make reasoned land
use decisions around the coast; as well as aid us in our investigative activities.

manpower needs not planned through budgetary process?
5. List other rationale or pertinent statements and data:
It is our further contention that having these extra bodies would enable the
department to provide other essential services which are indirectly related to
the project. That way --as opposed to an outright consultant contract --we could
get more ''working mileage'' out of the project.
It should also be pointed out that once the project is completed, there would
be no long-term and/or recurring operational costs. The requested positions
shall run with the Federal/State grant.

PLANNER II
Duties Summary:
Performs fact-finding and analysis in physical planning studies; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Planner I in that the Planner II performs
fact-finding and simple analysis work in assisting in physical planning studies;
whereas the Planner I performs specific and limited research assignments.
This class differs from that of Planner III in that the Planner II
performs fact-finding and simple analysis work in assisting in physical planning
studies; whereas the Planner III independently conducts a variety of research
and analytical work pertinent to public planning.
Illustrative Examples of Work:
Receives training in physical planning studies; gathers, classifies
and tabulates data needed for planning activities; participates in field studies;
reviews resource documents and prepares reports on techniques used by other juris-
dictions as required; assists in analyzing collected data; prepares graphs and
charts and other presentations; prepares drafts of findings and conclusions.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in city planning, architecture, engineering, sociology, economics
or public administration or a related field and one year of research or analytical
experience in social, economic or community development programs.
Knowledge of: research methods and statistical procedures, standard
sources and uses of socio-economic information; basic objectives of zoning and
community planning.
Ability to: understand and apply basic statistical concepts and formulae
and learn research methods and techniques used in public planning; read and
comprehend a broad range of subjects; learn the functions of public planning;
speak and write effectively; collect, classify and analyze statistical data;
prepare charts, graphs and other presentations.

Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.

CLERK -TYPIST
Duties Summary:
Operates a typewriter and performs a variety of clerical work in
preparing, processing and filing forms, records and similar materials in
accordance with general instructions and procedures; and performs other related
duties as required.
Distinguishing Characteristics:
This class differs from that of Assistant Clerk -Typist in that the
Clerk -Typist performs a variety of tasks involving referral to a number of
different sources, executes assignments in accordance with general instructions,
accomplishes work with some use of discretion and selectiveness in deviating
from established processes and procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required;
whereas the Assistant Clerk -Typist performs routine, repetitive tasks which are
primarily procedural in nature, executes assignments in accordance with specific
instructions or clearly defined procedures, and operates a typewriter in typing
materials where guides as to format and arrangement of data are readily availa-
ble.
Illustrative Examples of Work:
Types letters, memoranda, reports, specifications, statements, forms
and other materials into final form from rough or corrected copy; types tabu-
lar and other materials from rough or copy where format and arrangement of data
are not clearly indicated; cuts stencils; checks and proofreads typewritten
materials; prepares, checks and processes forms, records, reports, applications
and other documents for accuracy, completion and conformance to established
requirements; makes routine follow-ups to secure required information; determines
eligibility for and issues licenses and permits; assists the public in filling
out standard and supplementary forms; posts data to and maintains various types
of operational and control records; searches through a variety of files and
records, extracts, compiles and summarizes information, and prepares periodic
and special reports; composes routine correspondence and letters of acknowledg-
ment; sorts, arranges and files bills, invoices, applications, correspondence
and other materials; sets up and maintains files and revises system as necessary;
gives general information and resolves complaints over a counter or telephone
involving interpretation and explanation of rules, regulations, policies and
procedures and knowledge of the agency's purposes and functions; answers tele-
phone and takes or relays messages and calls; makes appointments for the staff;
greets callers and directs them to proper persons or offices; may accept cash
payments for standard fees and write out receipts; may operate standard office
machines such as mimeograph, adding and calculating machines; may incidentally
supervise the work of others.

mented by course work in typing, and one year of clerical experience which shall
have included some typing.
Knowledge of: office practices and procedures; filing methods and
systems; grammar, spelling and word usage; the purposes and uses of standard
office machines.

arithmetic computations; compare names and numbers accurately; keep records,
summarize materials and prepare simple reports: operate standard office machines.' -:1

deal tactfully and effectively with the public; work harmoniously with others.
