RESOLUTION NO. 4 9 9 g
A RESOLUTION REQUESTING THE ENACTMENT OF LEGISLATION TO
IMPLEMENT THE KA`U RURAL HEALTH PLAN AND DEVELOP A
STATEWIDE RURAL HEALTH PLAN
WHEREAS, the Legislature of the State of Hawaii finds that numerous and
alarming health and socio-economic risk indicators in the rural districts of Puna and Ka`u
on the Big Island, most recently profiled in the State of Hawaii Primary Care Needs
Assessment Databook dated February, 1998 point to the need for sustained and improved
health caze delivery; and
WHEREAS, Hawaii County Council Resolution No. 216-98 previously urged the
1998 Legislature to fund and implement a rural health plan for the districts of Puna and
Ka`u; and
WHEREAS, Senate Concurrent Resolution No. 31, S.D. 1, 1998, requested the
Department of Health to develop a rural health plan for the Island of Hawaii, including the
districts of Puna and Ka`u, to ensure the improvement of health facilities and provision of
adequate medical services to the residents of these districts; and
WHEREAS, the Ka`u Rural Health Task Force has since developed acommunity-
based, comprehensive rural health plan in collaboration with the Department of Health,
private health Gaze providers, consumers and Ka`u residents, enumerating key objectives
embodied in State Senate Bill 103 and House Bi11908 including (1) funding for the Ka`u
Hospital twenty-four hour emergency room; (2) a two-year department of health cazdio-
pulmonary resuscitation (CPR)/first aid demonstration project in the district of Ka`u; and (3)
funding and creation of the position of Ka`u transportation coordinator in the Department of
Health to address the transportation needs of youth, elderly, and persons with special and
critical needs; and
WHEREAS, the Department of Health has formulated recommendations to
improve the provision of adequate health caze services and public transportation for rural
communities, incorporated in Senate Bill 102 in the form of enabling legislation to develop
a statewide rural plan and rural health special fund.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that said Council supports the implementation of the Ka`u rural health plan
and the enactment by the 1999 Hawaii State Legislature of State Senate Bills 102 and 103,
and House Bi11908.
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to The
Honorable Senator Andrew Levin, The Honorable Senator David Matsuura; The Honorable
Senator Lorraine Inouye; The Honorable Representative Robert Herkes; the Honorable
Representative Eric Hamakawa; The Honorable Representative Jerry Chang; the Honorable
Representative Dwight Takamine; The Honorable Representative Paul Whalen; The Honorable
Representative Jim Rath; June Kunimoto, District Health Administrator, Department of Health;
Dawn Pung, Administrator, Ka`u Hospital; Jessanie L. Marques, Ka`u Rural Health Task
Force; and Bruce Anderson, Director, Department of Health.
