WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following departments: SECTION 8.02. New class specification Personnel Services Note: The reallocation of subject position Clerk -Stenographer SR -9 to Senior Clerk - Stenographer is justified in that there has been a substantial change in the duties and responsibilities. Give reasons how new duties arose (statues enacted, Ordinances, newly authorized programs, basis for increased workloads, etc.): The Managing Directors secretary, in addition to being responsible for Clerk -Steno support of the Managing Director's duties for County's operations, has taken on the major additional duty of being in charge of all financial accounting for the Mayor's Office which includes keeping accounts for the Energy Commission, Charter Commission, and other financial accounting needed to support grant projects that the Managing Director supervises. Consequently, the Managing Director's secretary can no longer handle the Clerk -Steno responsibilities needed to support the Deputy Managing Director, this function had to be assigned to the Clerk -Steno position SR -9 of the Mayor's Office. 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40%; 2. Keeps office accounts 30%, etc.): The new duties of the Senior Clerk -Steno (proposed SR -11 re- allocation) would include: A. Being secretary to the Deputy Managing Director which would entail 35%. a. Maintaining a log for ARC (Administrative Review Com- mittee) job vacancies, reallocations, and creations of new jobs. Setting up meetings, compiling a summary for'the Mayor after each meeting, and distributing ARC forms to the proper agencies. b. Handling all matters pertaining to grievances, files; meetings, and follow-ups for the Deputy Managing Director. c. Segregating and filing of all Legislative Bills re- ceived for the Mayor's Office. d. Processing all mail for the Mayor according to the Office Procedures when Deputy Managing Director is acting Mayor, keeping track of deadlines, disposition, etc. e. Coordinating car reservations between the Housing Agency and the Transit Agency, maintaining records and obtaining permission from Deputy Managing Director. f. All secretarial duties as mentioned in the position and other related duties as requested, including taking dictation and transcribing. B. Supervising the Clerk -Typist SR -8 who is part of the Mayor's administrative staff: 10% a. Assisting with news releases in the absence of Clerk Typist. b. Assisting with complaints; drafting of letters, follow- ups from the departments. O O EXH. B Page 2 C. Personnel Assignments: 20% a. Time sheets for administrators, obtaining proper signatures. b. Compiling time sheets from Mayor's Office outside agencies (Clerical, Transit and Housing) and submitting to Accounts, with batch headers. C. Monthly vacation/sick leave tally record for all Mayor's Office personnel, and end of the year tally records for staff to Accounts/Personnel. d. All personnel papers for Mayor's Office staff - leave of absence, changes, HMSA, etc., hiring, termination, etc. e. Safety Report - once a month to Industrial Safety Office. f. OSHA reports and any other reports required. (The above responsibilities are in addition to being a Clerk -Steno to the Mayor's Administrative Aide, originally included in the Clerk -Steno SR -9 position). 35% 3. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): A. Managing Director's secretary has taken on additional responsibilities in the Mayor's Office; i.e., financial accounts. B. Managing Director's secretary has additional clerical work- load dealing with grant proposals for alternate energy and provides financial accounting for all boards and com- missions (such as the Charter Commission) that are provided with a budget. C. The ongoing nature of this task would make it impractical to use outside contracts. 4. Was reallocation or reclassification budgeted and if not, why were manpower needs not planned through budgetary process? The district of Puna has been one of the most rapidly growing area in the County of Hawaii - more residences, more housings, thus increasing the demands upon the Road District. In addition to this, transfer stations were added to the Puna District - More container stations than any other district. Many of the older County roads are in constant need of major construction improvements, such as paving, shoulder improvements, stabilizing shoulders, widening of roads and shoulders that a Construc- tion Supervisor should handle. Roads in Puna need to be improved constantly because of the heavy traffic, especially the Puna Sugar cane trucks. 2. If reallocation, list only new duties. (Example: 1. Takes dictation -40o; 2. Keeps office accounts 300, etc.): Increase in maintenance areas, more men to supervise, addition of containers and container stations - largest fleet in the County of Hawaii. This requires more management type of work, such as planning, paper work, etc. 3.
