Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.12. POLICE DEPARTMENT.
1. By transferring one position of Labor Supervisor, Police Academy
FI -3 to Department of Parks and Recreation.
SECTION 8.09 (c). MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND RECREATION.
1. By adding one position of Park Caretaker II WF -2.
(Position formerly classified as Labor Supervisor, Police Academy
FI -3 and transferred from Police Department.)
BE IT FURTHER RESOLVED that a,copy of this resolution be transmitted
to the departments of Police, Parks and Recreation, Finance, Personnel
Services and Corporation Counsel for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
There is a need for a workingforeman to supervise the caretakers at the Alae
Cemetery as problems arise during the day and to make assignment of burial plots
and to keep records.
2. If reallocation, list only new.duties. (Example: 1. Takes
dictation 400; 2. Keeps office accounts 301., etc.):
Supervise a crew and participate in the care and maintenance of cemeteries and
grounds and the opening and closing of burial plots. He will assign -burial
plots and keeps accurate records of same.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):

Supervises jail inmates and welfare workers engaged in unskilled build-
ing and grounds maintenance activities; guards prisoners; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from other Labor Foremen classes in that the Labor
Foreman, Police j.cademy, supervises jail inmates and welfare w orkers and oc-
casionally perforans work in the trades.
Examples of Duties:
Supervises, directs and oversees jail inmates and welfare workers
engaged in unskilled grounds and building maintenance activities; moving of bil-
lets; reloading of ammunition according to outlined specifications; maintains time
records, records of materials and supplies used; keeps inventory of equipment and
supplies; prepares and submits work reports; plans and makes work assignments; makes
recommendations for improvements to grounds; responsible for caring and maintaining
lawns, hedges, trees, shrubbery, and flowers by cleaning, weeding, watering, ferti-
lizing, spraying, trimming, mowing, sweeping and raking; operates light motorized
or power equipment and tools as required; makes minor maintenance repairs to such
equipment; may operate an automobile or truck in the performance of duties; propa-
gates plants, flowers, grass and shrubbery, as necessary; responsible for cleaning
buildings and comfort stations by dusting, sweeping, mopping, disinfecting or scrub-.
bing; washes windows and waxes floors; participates in carrying out work assign-
ments; performs work in the trades occasionally, principally in carpentry and
painting; replaces worn or termite infested boards; builds target frames and racks;
repairs mechanical devices on firing range; repairs screens, windows, stairs, etc.;
paints building and other articles as required or as instructed; replaces electric
fuses, light bulbs, fluorescent lamps and switches.
Minimum Qualification Requirements:
Training and Experience: 6 combination of training and experience sub-
stantially equivalent to completion of the eighth grade and three years of experience
in the care and maintenance of grounds and landscaped areas and/or semi -skilled work
experience with some experience in a supervisory capacity.
Knowledge of: the care and cultivation of shrubs, flowers, trees and
lawns; operation and care of grounds maintenance equirment and tools; common trade
practices and tools, ,especially in the carpentry and painting trades.
lbility to: give and follow oral and written instructions; operate hand
and power equipment used in grounds maintenance and basic tools used in building
trades; supervise others and guard prisoners.

Health and Physical Condition:
Persons seeking appointments to positions in this class must meet the health
and physical condition standaxds deemed necessary and proper for performance of the
duties.

PARK CARETAKER II
Duties Summary:
Supervises and performs a variety of manual and semi -skilled work tasks
in the development and maintenance of scenic and recreational areas; greets
visitors and gives historical and botanical information concerning the site; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from Park Caretaker I in that the Park Caretaker II
supervises and performs a variety of manual and semi -skill tasks in the develop-
ment and maintenance of scenic and recreational areas; whereas the Park Caretaker'I
cares for and maintains and beautifies an assigned park area, playground or
gymnasium.
Illustrative Examples of elork:
Supervises and participates in the raking, trimming, fertilizing and
watering lawns, plants, shrubbery, etc. in a scenic or recreational area set aside
for public use; propagates plants and drubs from seeds, cuttings and roots; sprays
insecticides and herbicides in order to eradicate harmful insects and weeds; cleans
and makes repairs to comfort stations, shelters, and similar structures; builds and
repairs pari: buildings, stonewalls, fireplaces, picnic tables, benches, stone lan-
terns, bridges, etc.; plans and executes small-scale landscaping operations and
modification of existing plans; operates motor vehicles, light motorized or power
equipment and tools as required; gives information concerning the historical back-
ground of the site; identifies for the public the various ornamental plants of the
area; enforces rules and regulations applicable to the protection of public pro-
perty and public safety; contacts superiors and/or local authorities and prepares
reports on observed violations; may testify in court and may supervise others as
assigned during construction activities.
P;inimum Qualification Requirements:
Training and Experience: A combination of education and experience sub-
stantially equivalent to completion of the 8th grade and 2 years of experience in
the care, maintenance and beautification of landscaped areas involving work in one
or more building or mechanical trades,
License Requirement: Possession of a valid motor vehicle operator's
license.
Knowledge of: the care and cultivation of shrubs, flowers, trees and
lawns; operation and care of grounds and general construction equipment and tools;
and common methodsand materials used in simple construction and maintenance work.
PARK CARETAKER II -Z-
Ability to: understand and carry out oral and written instructions;
deal effectively and courteously with the general public; operate vehicles and
simple machinery; perform heavy manual work; learn State laces, rules and regula-
tions and enforce them; and make simple oral and written reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.
This is the first specification approved for the new class
PARK CARETAKER II.
