Resolution
WHEREAS, pursuant to County Charter Section 3-14,
interim amendments to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the Salary Ordinance is hereby amended
by deleting pages 38 - 44 of Exhibit F and inserting in their
place attached pages 38 - 44 of Exhibit F, Amended. (Refer
to attachment)
BE IT FURTHER RESOLVED that a copy of this resolution
be transmitted to the departments of Manpower Resources,
Mayor, Corporation Counsel, Finance, Research and Development,
Public Works, Parks and Recreation, Fire, Police, Liquor
Control, water Supply and Personnel Services for their
information.

Duties Summary:

Performs routine, repetitive clerical work in preparing, processing and

instructions or clearly defined requirements and procedures; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of Clerk in that the Assistant Clerk
performs routine, repetitive tasks which are primarily procedural in nature, and
executes assignments in accordance with specific instructions or clearly defined
procedures; whereas the Clerk performs a variety of tasks involving referral to
a number of different sources, executes assignments in accordance with general
instructions, and accomplishes work with some use of discretion and selectiveness
in deviating from established processes and procedures.
Classes in this series differ from classes in the Typing series in
that the Clerical classes perform or supervise clerical work where the operation
of typewriters and other office machines is incidental; whereas the Typing classes
perform or supervise clerical work where the skilled operation of typewriters is
a basic and regular requirement. Classes in this series differ from classes in
the Stenographic series in that the Clerical classes perform or supervise
clerical work not requiring the taking and transcribing of shorthand notes; whereas
the Stenographic classes perform or supervise clerical work where the taking and
transcribing of shorthand notes and the skilled operation of typewriters are basic
and regular requirements. Classes in this series differ from classes in the
Account Clerical series in that the Clerical classes perform or supervise general
clerical work which may include keeping of fiscal or related data but which does
not require application and understanding of bookkeeping principles and practices;
whereas the Account Clerical classes perform or supervise account recordkeeping
and related work requiring the application and understanding of bookkeeping
principles and practices.
Illustrative Examples of Work:
Sorts and arranges precoded documents for filing; assembles and collates
materials as instructed; hands out forms and gives standard instructions on
filling in requested information; checks and processes forms, applications, per—
mits and other materials for accuracy and completeness in accordance with specific
practices and guides; posts data to various records from clearly indicated
sources; maintains simple tally or similar records; make simple extensions,
recapitulates figures, and checks same for arithmetical accuracy; proofreads typed
materials and stencils; gives general information over a counter or telephone;
answers telephone and takes or relays messages and calls; makes routine appointments
for the staff; greets callers and directs them to proper persons or offices; runs
errands to pick up and deliver materials; receives, sorts, and distributes mail,
papers and various documents; stuffs, seals, stamps and addresses envelopes; may
accept cash payments for standard fees and write out receipts; may operate
standard office machines such as typewriters and mimeograph, adding and calculating
machines; may operate an automobile in picking up and delivering mail, packages,

Clerk perferms account record keeping work governed by detailed procedures and
where supervision is readily available; whereas the Account Clerk independently
performs account record keeping work not clearly defined by prescribed procedures.

Posts to and maintains ledgers, appropriation allotment accounts and other
subsidiary records; takes periodic trial balances; schedules, indexes and files

Duties Summary:
Cleans, trims, and cultivates law,rns and planted areas; uses hand tools
and may operate power mowers; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from Groundskeeper II in that the Groundskeeper I
works individually or as a member of a crew and sweeps up rubbish, cuts grass, trims
and cultivates plants on institutional grounds, public cemeteries, grounds adjacent
to public buildings or other landscaped areas; whereas the Groundskeeper II is
primarily a groundskeeper, having routine supervisory responsibility over one or
two assigned helpers.
This class differs from the class Park Caretaker I in that the Grounds-
keeper I, individually or as a member of a crew, sweeps up rubbish, cuts grass,
trims and cultivates plants in institutional grounds, public cemeteries, grounds
adjacent to public buildings, or other landscaped areas; whereas, the Park Caretaker
I is assigned to a recreational area such as a park, playground or school campus
and cares for and maintains the area and is responsible for enforcing rules and
regulations on public safety and the protection of public property.
This class differs from Laboring classes in that the Groundskeeper I is
primarily concerned with cleaning, improving and maintaining lawns and planted areas;
whereas, Laboring classes perform a variety of manual or semi -skilled work and may
perform manual tasks in keeping an area clean, such as collecting and disposing of
rubbish, digging trenches and flower beds, transporting soil, etc.

watering, fertilizing, trimming, mowing, sweeping and raking; assists in planting

quired; and may make minor maintenance repairs to such equipment; may operate an
automobile or truck in the performance of duties; assists in the various trades as
required; may assist in work tasks in a laundry.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience sub-
stantially equivalent to completion of the eighth grade and one year of experience
in manual labor.
Knowledge of: the care and cultivation of shrubs, flowers, trees and
lawns; operation and care of grounds maintenance equipment and tools.
Ability to: understand and follow oral and written instructions; operate
hand and power equipment and tools used in grounds maintenance.

building; may care for groups surroun ing the building; and performs other related

Distinguishina Characteristics:
This class differs from that of Janitor II in that the Janitor I performs
routine manual work in cleaning and maintaining an assigned public building; whereas
the Janitor II performs routine manual work in cleaning and maintaining an assigned
public building and, in addition, engages in heavy lifting.
This class differs from that of School Janitor in that the Janitor I
performs routine cleaning assignments in a public office building; whereas the School
Janitor performs cleaning assignments within a school building.
This class differs from Laboring Classes in that the Janitor I performs
routine manual .!ork in maintaining an assigned public building which does not
involve heavy physical tasks; whereas laboring classes perform a variety of unskilled
tasks involving heavy, physical work assignments.

as secondary responsibilities, they will be deleted from that position when

The following statistics show the constant increases in workload involving the dictation
and typing of reports from our investigators from three (3) sections (CID, Vice, JAB).
Dictated Reports For: 1977-652; 1978-923; 1979 (up to 7-31-79)-630.
Other tasks assigned to our present clerical staff (search warrants for our investi-
gators as well as country commands, formal statements, etc.) preclude them from
giving the needed attention to dictation and typing of reports from our investigators.

On or before September 30, 1979, the Fiscal Services Division which is charged
with the responsibility of maintaining a $7 million dollar budget will lose
50% of its personnel with the termination of two (2) of its CETA employees. The
remaining personnel will not be able to provide the current level of services
unless new positions are authorized.

1. The Department has only one fulltime clerical employee. Employee
is secretary -reporter who is unable to maintain present workload.
Employee is secretary to the department and reporter to the liquor
commission and the liquor control adjudication board. Due to the
lack of clerical assistance, the secretary -reporter is having
difficulty in performing her major duties such as transcribing the
minutes of the meetings of the liquor commission and liquor control
adjudication board, preparing, checking and collecting license renewal
applications and fees, checking and typing liquor application
reports, maintaining registration files, preparing various forms
and reports required of the department, etc., while at the same time
attempting to answer telephone calls, taking and relaying messages
and registering people.
If this position is not filled, overload of work may have to be
assigned to the liquor control investigators. This in effect will
create two problems. One, the investigators will be working below
their class. Secondly, the investigators will be doing less
enforcement and investigative work.
When the secretary -reporter is on vacation or sick leave, there is
no one in the department to maintain her office work.
The position of the assistant clerk -typist will immeasurably assist
in relieving the overload of work of the secretary -reporter. The
rules and regulations of the liquor commission require that all
employees connected with the sale and service of liquor and all
minors employed in a licensed premises be registered; that permits be
issued for entertainment, game devices, employment of minors,
employment of entertainers who are minors, and private parties. The
increase in the number of licensed premises, especially dispenser
premises and their employees, over the past years has been
substantial. The CETA employee will assist in registering people,
maintaining the registration files, issuing the various permits,
answering the phone and doing other clerical work under the
supervision of the secretary -reporter.
5. The liquor industry in the County of Hawaii is facing substantial
growth. The increase in volume of liquor sales and the additional
assessment fees collected indicate a steady growth of the industry.
For example, during fiscal year 1975-76, the total volume of liquor
sales was $20 million. This past fiscal year, 1978-1979, the total
volume of sales increased to nearly $29 million. Additional assess-
ment fees of $143,000 was collected during 1977-78. This past fiscal
year the amount collected rose to $185,000. Additional assessment
fees are based on volume of liquor sales.

This new position is needed to provide better water service to the community.
The existing Clerk -Meter Reader spends 80% of a normal work day reading meters and
collecting delinquent accounts or is out in the filed and there is no one to man
the base yard office when customers request for service. Also, this position will
assist the District Supervisor with the paper work as well as providing routine service
to the customers during regular working hours.
When no one .is in the District Base yard office, all service calls are referred to
Hilo.

This new position is needed to keep up with the increase in workload at the Operations
Division. The existing Account Clerk (SR -10) at the base yard does not have the time
to maintain the various types of operational and control records. This new position
will search through the variety of files and records; extract, compile and summarize
information; set up and maintain filing system for the Water Service Supervisor,
Mechanical Engineer IV, and Operations Division Head. For example, we now have about
105 pump and chlorination stations for which pump data (kilowatt, hour meters, daily
pump check list, flow chart, reservoir level charts, chlorine usage, etc.) are submitted
weekly for plant supervisors to analyze and determine preventive maintenance. Also, the
new position can be assigned to keep a systematic file on correspondence and directives

for the supervisors including assisting the existing Account Clerk. Further, this
new position, after proper training,.can substitute for the Account Clerk when
the Account Clerk goes on vacation or sick.leave.

secretaries handle the workload of five attorneys, so with the

calls a day, which the Assistant Clerk -Stenographer would
