Resolution
WHEREAS, Section 13-23, Declaration of Emergencies, of the
Hawaii County Charter authorizes the Mayor to declare emergencies
when the peace, life, property, health,'safety or morals of the
community are endangered, however, the Mayor's failure or refusal to
make such a declaration shall not preclude the Council from finding
that an emergency exists; and
WHEREAS, the United Public Workers (UPW), Unit I. is currently
in the third week of a strike situation; and
WHEREAS, there are certain essential services provided by the
employees represented by Unit I of UPW affecting the peace, life,
property, health, safety and morals of the community.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it hereby directs the Mayor of the County of Hawaii to
transfer adequate funds to the Contingency Account to accommodate
any emergency situation for essential services deemed necessary.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be directed to transmit a copy of this resolution to the Honorable
Herbert T. Matayoshi, Mayor of the County of Hawaii.,
