Comm. 1007: REQUEST TO PLACE STREET STANDS IN HILO AND
KONA -HAWAIIAN BUY AND SELL MAGAZINE
From Reno Amisone, Distribution Manager, Hawaiian Buy & Sell
Magazine, dated September 24, 1998, informing that their
magazine is a free publication to the people of Hawaii which
advertises private and commercial products statewide with a
readership of 250,000 weekly. They are planning to place street
stands at certain locations in Hilo & Kona, which are manufactured
to comply with state and city sidewalk regulations. Requests
permission to provide this service. Encloses maps of specitic
locations.

Comm. 993: TRAFFIC CODE AMENDMENT
(Bill 300) KAHAKAI ROAD -ONE-WAY TRAFFIC PATTERN
From Deputy Chief Engineer Jiro A. Sumada, dated September 17,
1998, per request, transmits a bill to change the traffic pattern
along Kahakai Road in Kona to one-way in the southerly direction.
Informs Kahakai Road is narrow and accommodates a variety of
vehicles to include busses, commercial/service vehicles and local
residents. The one-way pattern will improve overall traftc safety
for motorists and pedestrians along Kahakai Road and will
eliminate vehicle conflicts occurring at the intersection of Kahakai
Road and Alii Drive.
Comm. 993.01: From Police Chief Wayne G. Carvalho, dated October 1, 1998,
stating his support of Bill 300 as it will improve traffic flow and
eliminate the hazards that occur with vehicles attempting to exit
Kahakai Road onto Alii Drive near Huggo's.
Comm. 993.02: From Cameron Hewines, Royal Kona Resort, dated October 5,
1998, commenting on Bill 300. Recommends leaving Kahakai
Road as a two way or change it to a one way, north to south,
beginning at Alii Drive and ending at Royal Kona Resort to allow
convenient access to the businesses at the south end of Kahakai
Road while easing the congestion at the north end at Alii Drive.
Comm. 993.03: From Mrs. C. J. Kimberly, C. J. Kimberly Realtors, dated
October 5, 1998, stating she owns an office building on the South
East end of Kahakai Road and feels that the amendment to Bill 300
will negatively impact the flow of traffic on this road and
inconvenience all the property owners on this end of the street.
States other reasons for her opposition to the bill.
Comm. 993.04: From Roy Thompson, Kona Reef, dated October 6, 1998, opposing
Bill 300, for reasons, as stated.
Comm. 993.05: From Councilman Curtis Tyler, submitting a map of the proposed
one-way traffic pattern on Kahakai Road (Bill 300).
