Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
FEDERAL/STATE/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT C)
SECTION 8.09.(e). ELDERLY ACTIVITIES DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
Senior Community Service Employment Program
1. Add one new position of Senior Employment Aid SR -12.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Parks and Recreation, Finance, Personnel Services and
Corporation Counsel for their information.

Request: Reallocation Reclassification New Position X
1_. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
The Senior Employment Section is currently staffed with a coordinator (County -
exempt position) and an aide funded through CETA under the Public Service Employment
(PSE) program. Effective October 1, 1979, the aide position will be abolished in
accordance with the CETA provisions of 1978, which limits a person to participate
in the PSE program not more than 78 weeks in a five-year period.' The abolishment
of the CETA position will restructure the Senior Employment Section back to its
original one-man operation, thus resulting in additional responsibilities and in-
creased work load on the part of the coordinator.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40€; 2. Feeps office accounts 30%, etc.):
Not applicable.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at hieher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where pcssible.):

4. Was reallocation or reclassification budgeted and if not, why were
manpower needs not planned through budgetary process?
The Senior Employment Aid position has been budgeted through federal funds,
under the Senior Community Service Employment Program (SCSEP), Title V of the
Older Americans Act.
5. List other rationale or pertinent statements and data:
1) The Senior Employment Program is County -wide and provides services to all
older workers, 55 years old or older.
2) The expansion of the program has resulted in additional responsibilities and
work load, which makes it physically impossible to be handled by a 1 -man staff.
3) The Senior Employment Aid position (project funded -exempt) as budgeted in the
FY -80 SCSEP subgrant (under administrative cost) has been approved by the State
Department of Labor & Industrial Relations (Prime sponsor for SCSEP).
4) Federal funds are available to pay for salary and fringe benefits.
Funding Source: SCSEP, Title V of the Older Americans Act.
