HomeMy WebLinkAboutRES 542 Draft 01 1976-1980County of Hawaii --State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION $.15. OFFICE OF THE PROSECUTING ATTORNEY. 1. Add one new position of ZC—ost Account Clerk SR -127 Account Clerk SR -10. RURAL DEPUTY PROGRAM 2. Add one new position of Deputy Prosecuting Attorney LS -10. 3. Add two new positions of Legal Stenographer SR -14. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): At the present time, the Office of the Prosecuting Attorney maintains the accounts for the Hilo Office and four other programs. These programs includ two complicated programs that involve State and Federal funds with additiona requirements in submission of quarterly reports & funding. Aside from these duties, per diem and travel arrangements for witnesses, police officers, investigators, and program personnel take up a considerable amount of time. Transcript costs, mileage claims, salary & overtime posting, purchase of supplies and materials are also handled by the Private Secretary. 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40%; 2. Keeps office accounts 30%, etc.): N/A 3. Give. reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways' such as short term contracts, etc. (Use productivity measurements where possible.): Presently the Private Secretary is trying to handle the five accounts, personnel work for the staff of the Prosecuting Attorney (21), as well as handle the daily work of the Prosecuting Attorney. The workload has increased with•the increase in caseload and personnel. Previously, the office did not have the complex accounting of the temporary programs that are State/Federal funded. Distinguishing Characteristics: This class differs from that of Senior Account Clerk in that the Cost Account Clerk plans, sets up and maintains general and control records and ledgers reflecting overall project costs; whereas the Senior Account Clerk supervises or performs the reviewing, posting, revising and summarizing of fiscal records and statements with responsibility for the maintenance of all accounting records for a major section of an accounting system. Illustrative Examples of Work: Plans and lays out the work required in compiling, reviewing, recording and reconciling financial transactions for a major section of an accounting system; compiles and reviews fiscal data; posts to and balances journals and ledgers, and reconciles accounts; maintains ledgers for equipment, labor costs and depreciation schedules; classifies and posts expenditures to budgetary accounts; establishes and maintains subsidiary ledgers; maintains allotment ledgers; posts and maintains registers; adjusts, closes and balances accounts; prepares periodic and special financial or statistical reports; writes narrative statements to accompany tables and statistical materials; prepares analyses of receipts and expenditures; checks vouchers and distributes charges to proper accounts; keeps records of purchases, contacts suppliers and issues purchase orders; prepares general vouchers to make adjustments, transfers or corrections; prepares budget estimates; assigns and reviews the work of others engaged in maintaining cost account records; operates standard office machines such as calculating and adding machines and typewriters. Ability to: plan, set up and maintain cost ledgers and records; prepare cost reports and statements; make arithmetical computations; compare names and numbers; operate calculating and adding machines; work harmoniously with others. With the increase in cases in the Kona area, it is necessary to have a legal stenographer assigned to the Kona felony deputy, to.insure the handling of the cases. See attached narrative. 2. Distinauishina Characteristics: This class differs from that of Senior Legal Stenographer in that the Legal Stenographer independently performs legal stenographic and clerical work and may supervise the work of others; whereas the Senior Legal Stenographer supervises and participates in providing secreta:.ial and stenographic services to a staff of attorneys. Illustrative Examples of Idork; Takes and transcribes dictations on, or types from rough draft, matters such as letters, reports, legal opinions, resolutions, ordinances, briefs and affidavits; prepares and types legal forms and documents; interviews and screens applicants for legal assistance; sets up and maintains files; takes and trans- cribes verbatim statements; testimonies and proceedings; checks citations from legal sources and searches files for reference data; maintains records; inventories supplies; may supervise the work of others. 11inimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and 4 years of clerical experience of which 2 years shall have involved legal work including stenography. Knowledge of: commonly used legal terms, procedures, practices and forms; types of court actions and methods of court procedures; office practices and procedures. Ability to: take dictation at a rate of 110 words per minute and transcribe notes accurately; type accurately and rapidly; maintain legal records; deal effectively with employees and the public. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for perform- ance of the duties. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): The caseload the present Kona deputy is carrying is twice that of the rest of the staff, making the legal stenographer's work much greater. With the addition of another Kona deputy, it is necessary to create another legal stenographer to handle the increase in workload. See attached narrative. 2. If reallocation, list only new duties. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways" such as short term contracts, etc. (Use productivity measurements where possible.): It is not possible to have one legal stenographer handle the caseload of two attorneys in the Kona district, even if an increase in pay was granted. Short-term employment would not remedy the situation because the attorney would need someone who plans to remain on the job.
