OFFICE OF THE DIRECTOR OF PARKS AND RECREATION. 1. Abolish one position of Senior Clerk SR -10. 2. Add one new position of Clerk -Typist (1/2 time) SR -8. 3. This provides an opportunity to redistribute the position in a manner which enables the continued clerical support in the district while also creating a key position to service the entire department. If reallocation, list only new duties. (Example: 1. Takes dictation 40.; 2. Y,eeps office accounts 30%, etc.): (1) Clerk -Typist (1/2 T) position is a downgrade and duties will consist of typing, issuing permits, taking reservations, giving general information -- 70%; filing, collecting cash -- 30%. (2) Storekeeper (1/2 T) rating is equal to existing position and duties will consist of stock control -- 75%; receiving, issuing -- 15%; inventory, other related -- 10%. 3. List other rationale or pertinent statements and data: This action is being taken in the interest of proper management practices. There will be no increase in cost as a result of this action. Conversion of the existing Senior Clerk SR -10 position into two one-half time positions (1/2 Time Clerk -Typist, SR -8 and "oris -half time Storekeeper SR -10) will ensure adequate clerical support in a district office and create a much needed stock control position to service the entire department.' Distinguishing Characteristics: This class differs from that of Assistant Clerk -Typist in that the Clerk -Typist performs, a variety of tasks involving referral to a number of different sources, executes assignments in accordance with general instructions, accomplishes work with some use of discretion and selectiveness in deviating from established processes and procedures, and operates a typewriter in typing materials where improvisation as to format and arrangement :of data is required; whereas the Assistant Clerk -Typist performs routine, repetitive tasks which are primarily procedural in nature, executes assignments in accordance with specific instructions or clearly defined procedures, and operates a typewriter in typing materials where guides as to format and. arrangement of data are readily availa- ble. Illustrative Examples of Work: Types letters, memoranda, reports, specifications, statements, forms and other materials into final form from rough or corrected copy; types tabu- lar and other materials from rough or copy where format and arrangement of data are not clearly indicated; cuts stencils; checks and proofreads typewritten materials; prepares, checks and processes forms, records, reports, applications and other documents for accuracy, completion and conformance to established requirements; makes routine follow-ups to secure required information; determines eligibility for and issues licenses and permits; assists the public in filling out standard and supplementary forms; posts data to and maintains various types of operational and control records; searches through a variety of files and records, extracts, compiles and summarizes information, and prepares periodic and special reports; composes routine correspondence and letters of acknowledg- ment; sorts, arranges and files bills, invoices, applications, correspondence and other materials; sets up and maintains files and revises system as necessary; gives general information and resolves complaints over a counter or telephone involving interpretation and explanation of rules, regulations, policies and procedures and knowledge of the agency's purposes and functions; answers tele- phone and takes or relays messages and calls; makes appointments for the staff; greets callers and directs them to proper persons or offices; may accept cash payments for standard fees and write out receipts; may operate standard office machines such as mimeograph, adding and calculating machines; may incidentally supervise the work of others. CLERK -TYPIST Minimum Qualification Requirements: -2- Training and Experience: A combination of education and experience substantially equiva ent to graduation from high school, including or supple- mented by course work in typing and one year of clerical experience which shall have included some typing. This class differs from that of Stores Clerk in that the,Storekeeper is respon- sible for the operation of a storeroom or warehouse.and for -the requisitioning, receipt, storage, issuance and accountability of materials, supplies, tools and equipment; whereas the Stores Clerk assists in the operation of a storeroom. Illustrative Examples of Work: Sets up and maintains the storekeeping system and procedures; plans space allotments for supplies and materials; determines minimum stock levels of each item of stock; receives, inspects and counts incoming supplies and materials; checks delivery invoice for quantity, items, unit price of supplies and materials; contacts vendor in shipment adjustments; classifies and stores supplies.and materials; inspects worn-out or damaged tools and equipment for serviceability; prepares daily tabulation.of supplies and materials received and issued, as required; posts receipt and issue data to stock record cards; checks stock record cards for minimum stock level; initiates requisition for stock replenishment; takes periodic physical inventory of supplies and materials on hand; may operate hand truck, forklift and other machines in moving bulk materials; may supervise assigned helpers. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two years of storekeeping experience. Knowledge of: storekeeping practices, methods and procedures; clerical practices and procedures; inventory recordkeeping; purchasing and requisitioning procedures; problems of storage. List other rationale or .pertinent statements and data: Motor vehicle registrations have increased 23.14% over the past five years and during this period additional work have been assigned such as collection of State weight tax and installation of computer terminals. In addition, change in license plate in 1981 will require more help. Although, three positions were needed to collect State taxes, the State funded only two. Also, the CETA Treasury Clerk have terminated on October 1, 1979, thus causing a greater loss in personnel. 6. Attach: a. Old Table of Organization b.
