Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.08 (b). BUREAU OF BUILDING CONSTRUCTION AND INSPECTION. DEPART-
MENT OF PUBLIC WORKS.
1. Reallocate one position of Building Inspector SR -19 to
Building Permit Clerk SR -12.
SECTION 8.10. FIRE DEPARTMENT.
1. Retitle 7 positions of Fire Alarm Dispatcher SR -12 to
Fire Radio Dispatcher SR -12.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Public Works, Fire, Finance and Personnel Services
for their information.

The Building Department does '•not have a clerk at the Kona Services Center
due to the termination of the CETA employee, who assisted the department
for the past few years. This position is needed to provide the permit
issuance service in Kona, as the department does not wish to decrease its
services in Kona.

BUILDING INSPECTOR
Duties Summary:

Inspects the construction, alteration or maintenance of buildings and
structures, including multi -storied buildings, for compliance with the provisions
of building and zoning codes and ordinances and for adherence to approved plans
and specifications; and performs other related duties as required.
Distinguishing Characteristics:
This is the journeyman level class in the Building Inspection series.
This class differes from that of Building Inspector Aid in that the Building
Inspector independently inspects the construction, alteration or maintenance of
a wide variety of buildings and structures including multi -storied buildings;
whereas the Building Inspector Aid inspects the construction, alteration or
maintenance of residential buildings, signs, swimming pools and similar struc-
tures from specific instructions and under close guidance.
Illustrative Examples of Work:
Inspects the construction, alteration and maintenance of buildings and
structures, including multi -storied buildings; checks the size and quality of
materials and the methods of construction for walls, floors, roofs, structural
steel work, foundations, lathing and plastering; inspects swimming pools and
bleachers for safety; makes inspections of existing buildings to determine
hazardous conditions, structural failures or need for maintenance or repair;
looks for construction projects or alterations being performed without building
permits; checks the location of buildings and other types of structures for
conformity with the requirements of zoning ordinances; investigates complaints
concerning dangerous building conditions and illegal alterations; investigates
complaints on illegal fence construction; issues stop -work orders when necessary;
may gather evidence, facts and witnesses for legal proceedings and assists in the
prosecution of violators of building codes and ordinances; keeps records of
inspections made and scheduled and prepares reports; may receive and review
applications for building permits; provides information to owners, contractors
and others on building laws and regulations.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 4 years of experience
in inspecting or supervising building construction work, 2 of which shall have
been in building code enforcement work.
Knowledge of: the building and zoning codes and ordinances of the
County of Hawaii; standard practices, methods, materials and tools used in
building construction including empirical formulae of structural stability and
safety; accepted safety standards; legal procedures involved in enforcing
building and zoning codes and ordinances.

Ability to: inspect construction, alteration and maintenance -of
buildings and structures and render decisions in conformity with codes and
ordinances; recognize hazardous situations and determine means of correction;
read and interpret plans and specifications, building and zoning codes and
ordinances and apply them to specific: cases; deal tactfully with building
contractors, workmen, and the general public; maintain records and prepare
reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
This is an amendment to the specification for the class,
BUILDING INSPECTOR which was approved on September 3, 1957.

Duties Summary:

Reviews building plans; processes, approves and issues building permits;
and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Supervising Building Permit Clerk in that
the Building Permit Clerk performs work in connection with the reviewing of
building plans; processing, approving and issuing of building permits; whereas the
Supervising Building Permit Clerk supervises and has continuing responsibility for
the activities and functions concerned with the processing, approving and issuing
of building permits.
This class is distinguished from classes in the General Clerical series
by performance of specialized clerical work involving the interpretation and
application of building rules, regulations and codes in connection with the proces-
sing of building permit applications and related activities as a full-time
assignment; whereas classes in .the General Clerical series perform a variety of
clerical work involving the preparation, processing and review of materials in
conformance with standard requirements.
Illustrative Examples of Work:
Receives building plans and building permit applications over the counter;
checks accuracy and completeness of information contained in applications; reviews
and approves simple plans under specific conditions; refers complex project plans
and electrical or plumbing applications to appropriate members of the technical
staff; provides information to the public concerning building code requirements;
instructs applicants to secure clearances from various governmental agencies;
computes fees against standard fee schedules; receives payments and issues permits;
maintains records of permits issued and building plans approved; assists in prepar-
ing monthly statistical reports to include the number and kind of permits issued
and fees collected, etc.; and performs other related duties.
Minimum qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and two years of clerical
work experience including or supplemented by one year of public contact experience.
Knowledge of: general provisions of the Building Code and other related
ordinances; office practices, construction terminology.
Ability to: read and interpret rules and regulations; read simple,
construction plans; make accurate arithmetic computations; deal courteously and
effectively with the public.
