Resolution N6 - 559
WHEREAS, rape is a crime of violence and in the County of
Hawaii for the calendar year of 1979, the rate of incidence had
risen to an alarming 106 percent over the previous year; and
WHEREAS, the only effective confrontation and resolve of
this serious problem demands a profound commitment from our entire
community more especially, from our legislative bodies, our
judicial systems, our law enforcement agencies and our social
service outlets; and
WHEREAS, in late 1979, the County of Hawaii provided interim
financial assistance in the amount of $3,464 which enabled the
YWCA's Sexual Assault Support Program to develop a trained crisis
team with a 24 hour response capability to basically handle the
highly emotionally, psychologically damaging and traumatic ordeal
often accompanying a rape assault; and
WHEREAS, this program has proven to be effective as well as
a needed service to ensure the availability of a continuous
quality intervention and care to victims of sexual abuse.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it endorses the endeavors of the YWCA's Sexual
Assault Support Program and requests that the Tenth State Legisla-
ture look favorably upon and approve a subsidy of the $42,100
request which has been made on their behalf for the continuation
of this important service.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
remit true copies of this resolution to Governor George Ariyoshi;
Senate President, Richard S.H. Wong; House Speaker James Wakatsuki;
Senators John T. Ushijima, Stanley I. Hara, Dante K. Carpenter;
Representatives Gil Silva, Herbert A. Segawa, Katsuya Yamada,
Yoshito Takamine, Minoru Inaba and Priscilla Garson and
Jean Ebersole of the Hilo YWCA.
