RESOLUTION N0. ' S ~ 99
RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO AN
AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO
HRS 46-7, FOR IMPLEMENTION OF PHASE 2 OF THE KA'U ECONOMIC
DEVELOPMENT PLAN.
WHEREAS, the closing of Ka'u Sugar Company has caused a loss of jobs
and decreased economic activity in the District of Ka'u; and
WHEREAS, the County of Hawaii is seeking means of stimulating
economic development in Ka'u; and
WHEREAS, the Economic Development Administration (EDA) wishes to
assist in creating economic opportunities in Ka'u; and
WHEREAS, EDA sponsored the development of an economic strategy for
Ka'u by Decision Analysts Hawaii, Inc.; and
WHEREAS, EDA has issued a grant of $45,000 for implementation of
recommendations for the strategy; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county
departments obtain the consent of the council to enter into agreements with
the federal or state governments respecting action to be taken pursuant to any
of the powers granted by law to furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to
those powers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII, that the Office of the Mayor is authorized to enter into an
agreement with the Economic Development Administration.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is
authorized to sign an agreement and any related documents on behalf of the
Office of the Mayor and the County of Hawaii pursuant to the Hawaii County
Charter.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii shall
transmit copies of this resolution to the Economic Development
Administration, the Office of the Mayor, and the Departments of Research and
Development and Finance.
