Resolution N6.-- 563
11 (AMENDED)
WHEREAS, pursuant to Section 53-2, Redevelopment Agency;
creation, Hawaii Revised Statutes, the Council of the County by
resolution may create a local redevelopment agency for the County;
and
WHEREAS, the Hawaii Redevelopment Agency was created by
Resolution 458 adopted May 31, 1960, by the Board of Supervisors,
Hawaii County and has been on inactive status since the completion
of the Kaiko'o project; and
WHEREAS, Downtown Hilo has suffered from the national trend
of central core deterioration and decline; and
WHEREAS, an economic revitalization program is a necessity
if Downtown Hilo is to retain its place in the expandinq commercial
core of the city of Hilo; and
WHEREAS,the Council recognizes the importance of the services
presently provided in the downtown area, particularly in the block
bounded by Ponahawai Street, Kilauea Avenue, Kamehameha Avenue and
MamoStreet; and
WHEREAS, it is the objective of the Council to provide elderly
housing within downtown which preserves the lifestyle of elderly
residents, in low-rise buildings with adequate space for gardens and
pets; and
WHEREAS, the boundaries of Downtown Hilo have been delineated
as the Wailuku River -on the north, Kaiulani and Kapiolani Streets
on the west, Ponahawai Street on the south and the ocean on the east;
and
WHEREAS, the Honorable Herbert T. Matayoshi, Mayor of
the County of Hawaii, has proposed the reactivation of the Hawaii
Redevelopment Agency to address the plight of the Downtown Hilo
area and has submitted the following appointments for confirmation
by the County Council:
Mrs. Frances Sherrard
Mr. Jarrett Karasaki
Mr. Floyd Miguel
Mr. Fred Blair
Mr. Hiram Hagiwara

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it confirms the appointments and reactivates the Hawaii
Redevelopment Agency for the purpose of formulating a program for the
development of a Hilo Downtown Improvement Plan taking into consideration
the economic and social effects of redevelopment on the elderly
residents small business tenants, property owners of the area and the
people of the community.
BE IT FURTHER RESOLVED that the Council directs the Hawaii
Redevelopment Agency to submit to the Hawaii County Council its
revitalization study of the Downtown Urban area and recommendations
for approval prior to the actual implementation of the program.
BE IT FURTHER RESOLVED that the Hawaii Redevelopment Agency
shall include in its recommendations the following:
(1) Means of property acquisition;
(2)
Plans for
relocation of
residential tenants which
preserves
their lifestyle.
(3)
Plans for
relocation of
business tenants to include
relocation allowance start-up cost and rental subsidies.
The recommendations shall be in a manner that will accommodate
the concerns of a majority of the residential tenants,business tenants
and property owners involved balancing the rights of all parties.

BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable Herbert T.
Matayoshi, Mayor of the County of Hawaii; Mr. Hiromu Yamanaka,
President of the Downtown Improvement Association; Mrs. Frances
Sherrard; Mr. Jarrett Karasaki; Mr. Floyd Miguel; Mr. Fred Blair;
and Mr. Hiram Hagiwara.
