Resolution N 573
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.01 (a). OFFICE OF COUNTY COUNCIL
1. Add three new positions of Election Warehouse Worker WB -4. (Temporary -
as -needed)
SECTION 8.07. OFFICE OF THE SAFETY COORDINATOR
1. Add one new position of Workers' Compensation Claims
Specialist SR -15.

Due to the increasing number of registered voters, Office of Hawaiian
Affairs registration, growing precinct logistical requirements and
new Single Party Primary. equipment needs, the duties of the Election
Warehouse Worker was developed.

dictation 400; 2. Keeps office accounts 30%, etc.):

Formerly, Temporary Election Clerks (I) were assigned to do a
combination of manual and clerical duties. However, manual duties
were not spelled out in the position description. With the creation
of the Election Warehouse Worker, the duties will be specifically
spelled out.

ELECTION WAREHOUSE WORKER
Duties Summer:
Arranges materials in a warehouse; checks goods received and delivered;
packs and prepares materials for shipment; operates a van and/or light truck;
loads and unloads materials; picks up and delivers supplies and materials;
cleans and sweeps warehouse area; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Election Clerk I in that the Election
Warehouse Worker primarily performs manual work in the receipt and issuance of
warehouse materials; whereas the Election Clerk I is responsible for clerical
functions.
This class differs from that of Storekeeper in that the Election
Warehouse Worker primarily performs manual work in the receipt and issuance of
items; whereas the Storekeeper receives, stores and issues materials, supplies,
tools and equipment and prepares requisitions.
Illustrative Examples of Work:
Hand -trucks, carries, pushes, or rolls equipment and supplies within
a warehouse; stacks or stores equipment and supplies in proper place by manual
lifting; packs equipment and supplies for shipment; operates a truck to pick up
and deliver materials; checks items received or delivered; issues materials to
authorized persons; assembles materials as requested; makes proper notation of
delivery or records; takes proper steps to assure that items placed on truck are
safe for trip; loads and unloads deliveries to and from warehouse; responsible
for taking vehicles for. routine servicing; makes simple repairs to supplies and
materials; cleans and sweeps warehouse and adjacent areas.
ELECTION WAREHOUSE WORKER -2-
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school.
License Requirement: Possession of a valid motor vehicle operator's
license (Type 3).
Knowledge of: safety practices and precautions applicable to operations.
Ability to: Make simple arithmetical computation; take physical
inventories; post to simple records; compare goods received and delivered against
invoices; work with ordinary hand tools; understand and carry out oral or
written instructions; perform manual work; keep the warehouse area in a clean
and orderly condition.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.
Phsycial Effort Groupies: Heavy
This is the first specification approved for the new class

cumulative trauma and other workers' compensation claims made an investigator's
position imperative.

This position will insure that the workers' compensation claims will be:
(1) properly screened;(2) that proper coordination and information exchange
take place between the County Physicians and the investigating officer;
(3) that the claims are processed with proper evaluation and analysis;
(4) that rehabilitative claims are properly monitored; and (5) that the County
play an active role in legislation that is needed in this.area.
This function alone, will free approximately one-half of an attorney's time
(and that of his clerical staff) to handle other pressing legal problems.

WORKERS' COMPENSATION CLAIMS SPECIALIST
Prepares workers' compensation cases for administrative hearings; and
performs other related duties as required.
DistinguishiDg_Characteristics:
This class is distinguished by its responsibility for the preparation
of workers' compensation cases for administrative hearings by analyzing and
evaluating reported information for completeness and adequacy.
Illustrative Examples of Works
Screens all requests for workers' compensation and recommends action
to be taken; investigates industrial accidents, injuries, workers' compensation
cases, etc., and prepares comprehensive reports; analyzes case files and evaluates
reported information for adequacy and relevancy; contacts physicians, employers
or their representatives, injured workers and others as necessary to clarify or
secure additional information required to complete case files; arranges for
injured employees to receive medical evaluations by physicians as necessary;
reviews medical and mental ratings and reports for accuracy and pertinence in
connection with claims; determines whether injured workers have reached a point
of maximum recovery in order that their cases may be heard for compensation
awards; consults with Corporation Counsel in order that a determination can be
made by the Corporation Counsel on whether legal action of third parties should
be undertaken; counsels injured workers or their family members on workers'
compensation benefits and provides assistance in the filing of claims; assists
at appeal board hearings; prepares correspondence on matters relating to workers'
compensation cases.
WORKERS' COMPENSATION CLAIMS SPECIALIST -2-

with major work in business administration, public., administration or a re-
lated field and 6 months of.office experience involving investigative or exami-
nation of claims for benefits or awards.
License Requirement: 'Possession.of a valid motor vehicle operator's
license (Type 3).
Knowledge of: the State Workers' Compensation Act; rules and regula-
tions; office procedures and practices; policies and practices of processing
workers' compensation claims.
Ability to: learn and apply principles, practices and techniques of
claims examination and adjudication; learn, understand andexplain laws, rules
and regulations pertaining to the workers' compensation program; obtain, analyze
and evaluate facts; deal effectively with people.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perfor-
mance of the duties.
Physical Effort Grouping: Light

A new home delivered meals (for the elderly) grant, totally $58,435.92 has been
awarded and will be added to the present congregate dining program. A part-time
accounts clerk is needed to assist with monthly financial and statistical reports,
daily banking deposits and quarterly progress reports in addition to coordinating
meal delivery volunteers for the entire island. Home delivered meals will be made
available to homebound elderly (60+ years old) throughout the island.

1. Nationally, as well as in Hawaii County the need and request for home delivered
meals for elderly individuals has increased. A trial project in Hilo last year
illustrated that more than 100 different elderly requested and received a home
delivered meal, because they physically could not leave their homes to attend a
congregate program.
2. With the special grant especially for home delivered meals, a "Meals on Wheels"
project will be started for the entire island.

ASSISTANT ACCOUNT CLERIC
.Duties Summary;
Reviews, posts to, revises and summarizes fiscal records and statements in
_accordance with prescribed procedures; compiles data and prepares.reports; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Account Clerk in that the assistant Account
Clerk performs account record keeping work governed by detailed procedures and
where supervision is readily available; whereas the account Clerk independently
performs account record keeping work not clearly defined by prescribed procedures.
Examples of Duties:
Posts to and maintains ledgers, appropriation allotment accounts and other
subsidiary records, takes periodic trial balances; schedules, indexes and files
bills, purchase orders, invoices, and other data in accordance.with prescribed
guides; checks vouchers, invoices, purchase orders and other data for conformance
with standards and accuracy of extensions and computations; posts payroll distribu-
tions by work orders; verifies work orders; records purchase orders; prepares
financial statements; compiles and tabulates statistical or fiscal data; operates
standard office machines such as calculating and adding machines and typewriters.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience sub-
stantially equivalent to graduation from high school and two years of clerical
experience including account record keeping work.
Knowledge of: bookkeeping principles and practices; office practices and
procedures; grammar, spelling and word usage; filing methods and systems; use of
standard office machines.

Duties Summary:
FS
Operates a typewriter and performs routine', repetitive clerical work
in preparing, processing and filing forms, records and similar materials in
accordance with specific instructions or clearly defined requirements and pro-
cedures; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Clerk -Typist in that the Assistant
Clerk-Tynist performs routine, repetitive tasks which are primarily procedural
in nature, executes assignments in accordance with specific instructions or
clearly defined procedures, and operates a typewriter in typing materials where
guides as to format and arrangement of data are readily available; whereas the
Clerk -Typist performs a variety of tasks involving referral to a number of dif-
ferent sources, executes assignments in accordance with general instructions,
accomplishes work with some use of discretion and selectiveness in deviating
from established processes and procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required.
Illustrative Examples of Work:
Types letters, memoranda, reports, specifications, statements, forms
and other materials into.final form from rough or corrected copy; types tabular
and other materials from copy or according to prescribed format; cuts stencils;
checks and proofreads typewritten materials; sorts and arranges precoded docu-
ments for filing; assembles and collates materials as instructed; hands out
forms and gives standard instructions on filling in requested information;
checks and processes forms, applications, permits and other materials for
accuracy and completeness in accordance with specific practices and guides;
posts data to various records from clearly indicated sources; maintains simple
tally or similar records; makes simple extensions, recapitulates figures, and
checks same for arithmetical accuracy; gives general information over a counter
or telephone; answers telephone and takes or relays messages and calls; makes
routine appointments for the staff; greets callers and directs them to proper
persons or offices; runs errands to pick up and deliver materials; receives,
sorts, and distributes mail, papers and various documents; stuffs, seals,
stamps and addresses envelopes; may accept cash payments for standard fees and
write out receipts; may operate standard office machines such as mimeograph,
adding and calculating machines; may operate an automobile in picking up and
delivering mail, packages, documents and other materials.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school, including or supple-
mented by course work in typing.

On or before September 30, 1979, the Records 6 Identification Division will lost
three (3) of its CETA employees. There is a need to update a serious backlog in
the recording of court dispositions into the Criminal History files. The newly
implemented OBTS/CCH program places new and ever-increasing demands on the division.
