Resolution
of Hawaii
WHEREAS, the U. S. Department of Housing and Urban Development has
advised the County of Hawaii by letter dated March 3, 1980, that the Small
Cities Single Purpose Program preapplication was selected for Community Devel-
opment Block Grant funding under the Federal Housing and Community Development
Act of 1974, as amended, and that the County of Hawaii may submit a full
application for $257,000; and
WHEREAS, it is recognized that the Federal application requires certain
assurances and certifications from the County with respect to the Block Grant,
as contained in Form HUD -7088; and
WHEREAS, it is recognized that a timely submission of an application for
Block Grant funds in accordance with the appropriate Federal regulations is
necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the U. S. Department of Housing and Urban Development is hereby assured
of full compliance by the County with the assurance and certification require-
ments contained in Form HUD -7088.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is hereby
authorized and directed to execute the attached application for Block Grant
funds in the amount of $257,000 and to file such application with the U. S.
Department of Housing and Urban Development, to provide such additional
information as may be required to execute any other related documents necessary
to process the application and to act as the authorized representative of the
County.

V. Benefit to Low- and Moderate -Income Persons
A. Determination of the amount of funds that will be used
to benefit low- and moderate -income persons involves a
two-step procedure. First, the benefit for each activity
must be calculated. Then the amounts are totaled to
derive overall project benefit.
B. The attached format should be used to calculate benefit,
as follows:
1. List the activity, by number in column (a), as listed
in III. Costs of planning, management and administration
are not to be included.
2. Provide the total number of persons who will be served

and divide by the total of column (e), total net
cost. The result is the total program benefit to
low- and moderate -income persons.

A. The Project Selection System provides points to a
preapplican't which can demonstrate outstanding per-
formance as defined in the Review Process Statement
for the categories listed below. Preapplicants
must claim and support claims to be considered for
points, bescribe the specific basis for claiming points.
For example, if enforcement of a Fair Housing Ordinance
is claimed, provide the date it was enacted and. the
authorizing body. State the specific enforcement
actions which have been taken.
B. Preapplicants which have never participated
in CDBG previously may still obtain points for all

VI.1. PERFORMANCE IN HOUSING
(a) PROVIDING HOUSING FOR LOW- AND. MODERATE- INCOME FAMILIES
LOCATED IN A MANNER WHICH PROVIDES HOUSING CHOICES FOR
AREAS OUTSIDE OF MINORITY AND LOW-INCOI�E CONCENTRATIONS.
Due to the heterogeneous nature of the Island population
there are no significant concentrations of racial groups
in any specific areas. In implementing the County's
housing program, the County provides moderate- and low-
income housing programs throughout the Island.
For example, during Fiscal Year 1977-1978, the County's
Section 8 -Existing Housing program provided rental assis-
tance to low-income families in almost every Census Tract
on the Island. The applicant families selected their
dwelling unit.
The County of Hawaii, in meeting the housing needs of low -
and moderate -income families, tries not to concentrate
low- and moderate -income families in a specific area.
(See attached statistics and map),
(b) DISPERSAL, BY RACE, IN OCCUPANCY OF ITS EXISTING ASSISTED
HOUSING.
Because there are no significant concentrations of minority
groups, the County's housing program does not provide for
dispersal of racial concentrations. (See attached statistics
and map).
(c) MEETING ITS LARGE FAMILY HOUSING ASSISTANCE NEEDS IN
RELATION TO THAT PROPORTION OF NEED.
In trying to meet the housing needs of large families,
the County's Housing Assistance Plan makes provision
for large families. The County's Grantee Performance
Report shows that an effort was made to meet the housing
needs of large families.
The County's existing housing program also makes provisions
for large families by providing 162 3 -bedroom allocations
and 31 4 -bedroom allocations. These allocations are
available to large families that qualify for Section 8
Rental Assistance.

The County's Existing Housing program has an allocation for
616 units, the Hawaii Housing Authority has an allocation
for 49 units, and the Hilo Val Hala project has an allocation
for 103 units for a total of 768 section 8 Existing Housing
Units allocated for the County of Hawaii.

The County of Hawaii has no identifiable concentrations of minority
groups_ Lower income persons and families are relatively dispersed
amonc other income groups. Families residing in subsidized sincle
family detached housing projects may be exceptions. Census tracts
with such projects having 5D units or more and public low rent units
with 50 units or more are indicated with an asterisk.
Because of the unavailability of more current data, the 1970 census
data was used as the basis to determine the percentage of fa_zilies
within a census tract that had incomes less than 60 percent of the
median family income for the County of Hawaii. In those census
tracts where more than 50 percent of the families had incomes less
than 80 percent of the County median, it was assumed that the ma-
jority of the families continues to be in the lower-income category
as of this application time.

Pursuant to Section 570.431(d), the County hereby certifies
and assures that prior to the submission of the pre -application,
the County has:
a. Provided citizens with adequate information concerning
the amounts of funds available for the proposed community
development and housing activities, the range of activi-
ties that may be undertaken with these funds, the kind of
activities previously funded in the community and the
progress .made with respect to these activities, and other
important program requirements;
b. Informed citizens of the maximum grant for which the
applicant may apply, the criteria for selection of pre -
applications, and that more pre -applications may be sub -
witted to HUD than can be funded;
C. Held public hearing to obtain the views of citizens on
community development needs; and
d. Provided citizens with an adequate opportunity to art_-
curate needs, express preferences about proposed activi-
ties, assist in the selection of priorities, and other-
caise to participate in the development of the pre -

The County of Hawaii has no identifiable concentrations of minority
groups. Lower income persons and ',alstilies are relatively dispersed
among other income groups. Families residing in subsidized single
family detached housing projects may be exceptions. Census tracts
with such projects having 50 units or more and public low rent units
with 50 units or more are indicated with an asterisk.
Because of the unavailability of more current data, the 1970 census
data was used as the basis to deterr..ine the percentage of fa,-:ilies
within a census tract that had incomes less than 80 percent of the
median family income for the County of Hawaii. In those census
tracts where more than 50 percent of the families had incomes less
than 80 percent of the County median, it was assumed that the ma-
jority of the families continues to be in the lower-income category
as of this application time.

Due to the heterogeneous nature of the Island population
there are no significant concentrations of racial groups
in any specific areas. In implementing the County's
housing program, the County provides moderate- and low-
income housing programs throughout the Island.
For example, during Fiscal Year 1977-1978, the County's
Section 8 -Existing Housing program provided rental assis-
tance to low-income families in almost every Census Tract
on the Island. The applicant families selected their
dwelling unit.
The County of Hawaii, in meeting the housing needs of low -
and moderate -income families, tries not to concentrate
low- and moderate-inco«e families in a specific area.

(b) DISPERSAL, BY RACE, IN OCCUPANCY OF ITS EXISTING ASSISTED
HOUSING.
Because there are no significant concentrations of minority
groups, the County's housing program does not Drovide for
dispersal of racial concentrations. (See attached statistics
and map).
(c) MEETING ITS LARGE FAMILY HOUSING ASSISTANCE NEEDS IN
RELATION TO THAT PROPORTION OF NEED.
In trying to meet the housing needs of large families,
the Countv's Housing Assistance Plan makes provision
for large families. The County's Grantee Performance
Report shows that an effort was made to meet the housing
needs of large families.
The County's existing housing program also makes provisions
for large families by providing 162 3 -bedroom allocations
and 31 4 -bedroom allocations. These allocations are
available to large families that qualify for, Section 8
Rental Assistance.

and assures that prior to the submission of the pre -application,
the County has:

the amounts of funds available for the proposed community
development and housing activities, the range of activi-
ties that may be undertaken with these funds, the kind of
activities previously funded in the community and the
progress made with respect to these activities, and other
