Rigg (R) Principal Broker, representing RSM, lnc., dated February 6, 1998, requesting a sign variance for their sign which is posted on land owned by parent company (HSC, Inc.) and can be viewed from the 14th tee of Volcano Golf & Country Club golf course or by driving along Piimauna Drive just past the Clubhouse. The sign is 16 feet by 8 feet or 128 square feet and has been in place since the early 1980's and presently advertises the Volcano Fairways Estates subdivision. The sign color is earthtone (greens) so as not to disrupt the natural beauty of the areas. PW&PC-31 April 14, 1998 Comm. 735: LACK OF SANITARY TOILET FACILITIES TO ACCOMMODATE TOURISTS AND TOUR BUSSES VISITING KALAPANA AT EDGE OF LAVA FLOW From Robert Keli'iho'omalu, Kapuna o' Kalapana, dated February 6, 1998, informing he has been corresponding with the Administration as well as .lack's Tours, Inc., and Robert's 'fours Hawaii regarding the subject matter. States he has been providing bathroom facilities at his home every day for at least half a dozen tourists, and some tourists use the bushes at the end of his property, thus his family's health is at risk. They do not have the accommodations to take care of these tourists. There are more tour buses every week and this matter needs immediate attention. Suggests two potable toilets and a trash receptacle be provided to help alleviate this situation Comm. 743: PROTECT KOHANAIKI `GHANA -EFFORT TO ESTABLISH A COMMUNITY NEIGHBORHOOD WATCH AT KOHANAIKI From Karen Eoff, Protect Kohanaiki `Ghana, dated February 26, 1998, informing they have experienced an increase in underage drinking and substance abuse at Kohanaiki Beach, resulting in problems including instances of terroristic threatening, and cites other incidents which have occurred. Informs they would likc to set up a meeting with concerned parties to discuss what can be done to establish a Community Neighborhood Watch. Informs they are committed to maintaining health, sanitation and safety at the beach and desire to work with everybody to address this community problem in a responsible manner. PW&PC-31 April 14, 1998 Comm. 754: RENEWAL OF BEARS COFFEE SIDEWALK USE PF.RM[T FOR CAFE TABLE SERVICE From Robert P. (Phil) Henderson, Owner/Bears Coffee, dated March 5, 1998, transmitting an application for the renewal of the sidewalk use permit for cafe table service on the sidewalk adjacent to the shop. Informs the covered sidewalk is ten feet wide and the cafe tables and chairs take up five feet of space allowing ample room for pedestrian traffic. Also submits a current letter of consent from the agent of the owner of the building; Certificate of Insurance for both the county and the owner; and a copy of the indemnity clause used last year which he would be happy to sign again., Comm. 763: TRAFFIC CODE AMENDMENT (Bill 210) WAIANUENUE AVENUE, FRONTING H[LO HIGH SCHOOL DELF,TE PARKING METER ZONE From Chief Engineer Donna Fay K. Kiyosaki, dated March 10, 1998, transmitting a bill to amend the Hawaii County Code, Chapter 24, Article l Q Division 7, Section 24-291, Schedule 39 (2 hour parking meter zones), by deleting the existing two-hour parking meter zone fronting Hilo High School and converting it to a no parking zone. Dr..lohn Masuhara, Principal of Hilo High School, concurred with the proposal as parking is available within the school parking lot for visitors. The no parking zone will improve visibility and sight distance for motorists. Comm. 770: AN ORDINANCE AMENDING CHAPTF,R 2, (Bill 213) ADMINISTRATION, OF THE HAWA[I COUN'T'Y CODE 1983 (1995 EDITION), BY ADDING A NEW ARTICLE ENTITLED "CONDEMNATION NOTIFICATION PROCEDURES"' From Councilmember Dominic Yagong, dated March 16, 1998, transmitting the above bill. PW&PC-31 April 14, 1998 Comm. 780: RESOLUTION ACCEPTING THE DEDICATION OF (Res. 252) ROADWAY LOT FROM PETER C. DUNGATE AND ANGELICA L. D[JNGATE, TAX MAP KEY: (3)7-3-08:032, TO THE COUNTY OF HAWAII From Corporation Counsel Richard D. Wurdeman, dated March 12, 1998, transmitting the above resolution and the subject dedication deed. Informs that the Department of Public Works and the Planning Department have recommended acceptance of the dedication deed and that the road widening strip is in acceptable condition. Comm. 789: TRAFFIC CODE AMENDMENT (Bill 217) ROUTE 132, PROPOSED SPEED LIMITS From Chief Engineer Donna Fay K. Kiyosaki, dated April 1, 1998, per request of the Puna Police Department, transmits a bill amending Chapter 24, Article 10, Division 1, Section 24-260, Schedule 8 authorizing a 45 mph speed limits along Route 132 from the Pohiki Junction to the Kapoho-Kalapana intersection. Informs a speed study consisting of trial runs was conducted and found that 45 miles per hour is the appropriate speed for this section of Route 132. The Police Department concurs with their recommendation. Informs the section of Route 132 between Route 130 and the Pohoiki Road Junction is already posted at 35 miles per hour but not listed in the County Traffic Code.
