WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:

To support. the two existing employees previously trained for this program, two
additional employees of Public Works attended the fleet safety training course
on Maui during the period January 7 to 25, 1980 and were certified as driver
trainers and driver license examiners in order for the County to fully develop
and implement the Driver Improvement Program in.conformance with the provisions
of Title 17, Hawaii Revised Statutes.

Distinguishing,Characteristics:
This -class is -distinguished by its performance in -planning, developing
and executing driver education and'safety classes for -motor vehicle operators.

Plans and develops various driver education and safety classes for ,
operators of automobiles, trucks, construction equipment, tractors, mowers,
vans and -other motorizedequipment;-teaches classes -and provides practical
training.on vehicle'operation preventive maintenance;,troubleshooting, tech-
niques for handling emergencies, motor vehicle laws, signs ,'signals and "
highway markings, and pedestrian rights and safety; plans and sets up training
schedules; recommends repair of mechanical' -defects in vehicles;'interviews
vehicle operators involved in accidents and determines cause; recommends
- suspension of vehicle operators who abuse vehicles or safety rules and practices
or who cannot meet operators' performance standards; prepares activity reports
as required; operates •various'.vehicles or equipment,as required.
Minimum Qualification Requirements:
Training and Experience:
-. Classroom Training - A combination of education and experience sub-
stantially equivalent to graduation from high school and 4 years of journeyman
experience in maintaining and repairing automotive and similar motorized equip-
ment, including or supplemented by one year of experience in work training,
traffic accident prevention or driver training instruction activities, or
evaluating motor vehicle driver performance.
"Hands -On" Training - A combination of education and experience sub-
stantially equivalent to graduation from high school and one year of experience
in driver training and/or accident prevention activities or other related
activities involving instructing, advising on, or evaluating motor vehicle
driver performance including or supplemented by some investigational experience,
and other related activities.

Continual yearly increase of construction activites both departmental,funded
and privately funded, increases the workload of our Construction Section.
Present day construction brings with it greater work specialities and more
sophisticated equipment to be utilizedJ'n our systemoperations: The need
for someone to plan, assign and supervise the increased .inspection workload
and perform inspection of complex items themselves is apparent.

The duties of the new position are presently being done by our department engineers
at the expense of their normal duties. Continuation of this type of work conditions
is not in the best interest of the department.
Short-term contracts would not satisf this need due to the continual aspect of the
workload and duties of our Construct n Section.

Continual expansion and improvement of our systems islandwide make it necessary
to have properly planned and scheduled inspections to insure conformance with
the contract specifications. A Senior Construction Inspector would serve toward
and fulfill this goal.

SENIOR CONSTRUCTION INSPECTOR
Duties Summary:
Supervises and participates :in inspecting a wide variety of construction
projects, other than buildings, to assure compliance with plans, specifications
and agreements of the work; and performs other related duties as required.

This class differs from that of Construction Inspector in that the
Senior Construction Inspector is responsible for inspecting all phases of
construction work and supervising the work of subordinates therein for an
assigned project of considerable complexity; whereas the Construction Inspector
inspects various phases of construction work in an assigned project or may be
responsible for i_nspncti.ng all phases of construction work in a project of
limited scope and complexity.
Illustrative Examples of 'tJork:
Supervises the work of subordinates engaged in inspecting various phases
of construction work; inspects the paving.of streets and roads, sidewalks, curbs,
gutters, storm drains, sewer lines, catch basins, manholes, steel and concrete
bridges, culverts; inspects the making of concrete pipes; inspects contract
construction and instr.11ation of water mains and services; checks the clearing
and grubbing of rights of way; checks to see that line and grade have been
properly established; checks the pouring of concrete or asphaltic concrete, and
placement of curbs, drains, culverts or bridges; checks excavations for laying
of pipes, backfilling of trenches and,constructi.on of manholes; makes concrete
slannp tests; makes estimates of work accomplished by contractors; keeps records
of labor, materials and equipment used; prepares reports.
Nininunn Qualification Requirements:
Traini.n, and Ex)cricncc: A combination of education and c,cperience
substantially equivalent to graduation from high school and five years of
experience as an inspector of construction.
Knowledge of: the methods and practices used in the construction of
projects such as highways, streets, roads, pavements, sidewalks, curbs, „utters,
storm -drains, sanitary sewers, catch basins, bridges, footings, pipelines,
excavations and retaining walls; plans and snecif i_cr.t:iOtis rel.n.ting to a wide
variety of construction projects; construction equipment and their proper use;
mathematics; safety practices and procedures.
Ability to: plan, assign and review the work of subordinates; read
and interpret plans and specifications for construction projects; rolato lines
and grades indicated by survey stakes to construction jobs and check
apparent discrepancies between the stakes and ,the plan of the project; analyze
construction problems and make decisions; doterminc quality of materials and
workmanship through inspection and determine compliance wi,tli specifications; make
estimates of work accomplished bycontractors; keep records; prepare reports;
deal tactfully end effectively with contractors and the general public; give and
and follow oral and written instructions.
