WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.08 (g). BUREAU OF TRAFFIC SAFETY AND CONTROL. DEPARTMENT OF
PUBLIC WORKS.
1. Reallocate one position of Electrician Helper WB -5 to
Maintenance Electrician WB -10.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Public Works, Finance, Personnel Services, and
Corporation Counsel for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
A licensed electrician is needed to maintain and trouble shoot malfunctions
within our traffic signal and street light systems. The Division was fortunate
in that the previous supervisor possessed'an electrician's license and, therefore,
could perform the duties when necessary. Upon the supervisor's retirement at the
gnd of 1978, the Division was.left only one licensed electrician authorized to .
trouble shoot and repair malfunctions in the field. Our electrician helper has
been trained to do this job and has passed his maintenance electrician's license
and is now being utilized to perform these duties.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2.Keeps office accounts 300, etc.):
An electrician helper is limited by class specifications to assist a licensed
electrician. There are may times that our Traffic Electrician is unavailable
and the helper has to work independently. Thus, his new duties are to
function independently 50% of the time.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
There are no other people within the Division who has any type of electrician's
license and can do the job. Off -hour call -outs and necessity to obtain County
material. make short term -contracts costly and not too practical. In addition,
we know of no other personnel on -this island who is as experienced and trained'
as our own personnel.

4. Was reallocation or reclassification budgeted and if not, why were
manpower needs not planned through budgetary process?
Reallocation was not budgeted. However, due to promotions within the Division,
.which reduced salary requirements, monies are available from the current budget
to fund this reallocation request.
5. List other rationale or pertinent statements and data:
Due to the necessity for quick action in times of accidents or malfunctions of
the signals, there must be at least two qualified licensed people available.
With only one person, he will not always be available when needed, such as
being off island or in rural districts. We presently have two qualified licensed
personnel but only one is authorized to do the work. This action will enable
us to officially utilize both people and possibly prevent future liability
issues.

ELECTRICIAN HELPER
Duties Summary:
ME
Assists a skilled electrician in the performance of work connected
with the installation, maintenance and repair of electrical systems, equipment
and appurtenant fixtures; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Electrician in that the Electrician
Helper works with and assists a journeyman electrician in performing tasks which
are incidental to skilled electrical work; whereas the Electrician independently
performs skilled work in connection with the installation, maintenance and repair
of electrical systems, equipment and appurtenant fixtures.
Illustrative Examples of Work:
Assists in installing and repairing wiring systems and equipment;
assists in repairing and rewinding electrical equipment; assists in installing
and repairing electric motors and appliances; assists in replacing light fixtures,
street lights, outlets, switches, fuses, breakers and relay controls; checks
traffic lights for correct operation and assists in making repairs if necessary;
assists in the installation of traffic lights; assists in installing cable and
in preparing, tinning and wiping metals; prepares lugs, nipples and taps, and
assists in installing racks and lacing cable; assists in the installation of oil
circuit breakers, transformers and other equipment in electrical distribution
stations; makes minor repairs and adjustments to electrical fixtures and motors;
assists in making repairs to electric motors; cleans tools and equipment.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and 1 year of experience
as an apprentice or helper under a journeyman electrician or lineman.
Knowledge of: elementary principles of electricity; common practices,
hand tools, materials and equipment used in the electrical trade; occupational
hazards and safety precautions of the trade.
Ability to: use common electrical tools; do mechanical work connected
with the installation, repair and maintenance of electrical systems, and perform
manual labor; understand and follow oral and written instructions.

Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perform-
ance of the duties.
This is the first specification approved for the new class
ELECTRICIAN HELPER.

Duties Summary:
Services, maintains and repairs a variety of electrical and mechanical
equipment and appurtenant fixtures; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Electrician in that the Maintenance
Electrician services, maintains and repairs a variety of electrical equipment and
systems; whereas the Electrician performs skilled work in the installation,
maintenance and repair of electrical equipment.
Illustrative Examples of work:
Inspects, adjusts, maintains and repairs different types of electrical
and mechanical equipment; services and maintains elevator system, air-conditioning
system, electrical wiring systems, traffic signal and street lighting systems;
periodically inspects equipment and systems to detect malfunctions; locates, tests
and repairs trouble in electrical circuits and equipment; conducts operational
tests to obtain optimum performance; answers emergency calls on breakdowns;
estimates materials, parts and labor needed for repairs; reports need for major
repairs; reads plans, specifications, manuals and instructions on all electrical
systems, equipment and appurtenant fixtures; keeps records; may supervise others;
may operate a vehicle in the transportation of materials and men.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience.

as an apprentice or helper under a journeyman electrician with some experience in
the repair and maintenance of a variety of electrical and mechanical equipment or
other related experience.
License Requirement: Possession of a Journeyman Electrician's License.
and/or a Maintenance Electrician's License.(amended 7/10/79)
Knowledge of: the theory of electricity; servicing requirements; tools,
equipment and materials used in the operation and maintenance of electrical and
mechanical systems; installation, maintenance and repair of electrical and mechan-
ical equipment, apparatus and instruments; National Electric Code; laws, rules and
standards pertaining to electrical construction and maintenance; occupational
hazards; safety practices and procedures.
Ability to: identify malfunctions and defects and take corrective
action; maintain, service and repair electrical systems and/or equipment; use and
maintain tools and equipment pertinent in the trade; read plans and specifications;
estimate time, labor and material requirements; understand and follow oral and
written instructions.
