HomeMy WebLinkAboutRES 479 Draft 01 1976-1980County of Hawaii --State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8.09 (c). MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND RECREATION. 1. Reallocate one position of Equipment Operator I WB -6 to Golf Course Groundskeeper III WF -4. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): The reclassification of the EO I (WB -6) position to that of Working Foreman (WF -4) will not only improve supervision but is a more appropriate title in terms of the kinds of equipment assigned to the facility. 2. If reallocation, list only new duties. (Example: 1. Takes dictation.40%; 2. Keeps office accounts 300, etc.): Supervises and assists in day-to-day maintenance of greens and fairway - 65% 3. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): There are 15 grounds maintenance personnel assigned to the golf course. The only direct supervisory position is the Grounds Maintenance Supervisor. EXHIBIT "B" 4. Personnel count does not change and salary and wage account not significantly affected. 5. Distinguishing Characteristics: This is the entry level class in the Equipment Operator Series. This class differs from that of Equipment Operator II in that the Equipment Operator I operates light motorized equipment such as tractor mowers, paint striping machines, disc power mowers, panel, pickup, flatbed, stake, dump and utility trucks, Farmall or Fordson tractors and attachments of less than 5 ton factory rated capacity; water or oil wagons of less than 1200 gallon capacity or other light motorized equipment as a major work assignment in transporting persons, materials and equip- ment and may occasionally operate medium-sized motorized equipment as an incidental work assignment or for the purpose of learning to operate such equipment efficiently; whereas the Equipment Cperator II operates medium-sized motorized equipment such as street sweepers, tractor loaders, pay loaders, tow wagons, pre -mix concrete and trucks of over 5 ton factory rated capacity, oil or water wagons of over 1200 gallon capacity, rubber -tired roustabout cranes, traxcavators, trench rollers or variable or fixed weight rollers of 4 to 5 ton capacity, stationary or portable rock crusher, and other similar medium-sized motorized equipment as a major work assignment and occasionally operates heavy motorized equipment as an incidental assignment or for the purpose of learning to operate such equipment efficiently. This class differs from that of Laborer II in that the,Equipment Operator I operates light motorized equipment as a major work assignment; whereas the Laborer II performs semi -skilled manual labor work as a major work assignment and occasionally operates light motorized equipment as an incidental work assignment. Illustrative Examples of Work: Drives a pickup, panel, flatbed, stake or utility truck and hauls materials, supplies and equipment used in the construction, repair and maintenance of highways, buildings and adjacent areas and remove dead animals from county roads or public areas; .loads and unloads trucks personally or with the assistance of laborers and moves materials to and from truck using a hand cart; operates a light motorized truck and transports employees from pickup to institution or place of work; drives the dump truck and hauls gravel, sand, coral, bitumuls and other materials to construction sites; operates a fingerlift and moves supplies in warehouse or loads supplies on trucks; operates a paint striping machine and paints intermittent and solid traffic lines, parking stall lines and crosswalks on highways; operates a tractor mower and cuts grass and weeds in County areas; operates a gasoline powered four -wheeled rubber -tired Farmall, Fordson or John Deere tractor with attachments such as a sickle bar, gang mower, sweeper attachment, various types Of plows, cultivator, fertilizer spreader, planter, weed mulcher and EQUIPMENT OPERATOR 2 -2- disc harrow and mows grass and greeds, sweeps roads, warehouses and other large areas; cleans and adjusts tractor attachments, service cars, trucks and tractors operated, and checks and replenishes gas, oil, grease and water; checks battery water and replaced watar when necessary; washes and cleans cars and trucks; cleans distributors, ignition points and generator brushes; changes tires and occasionally makes repairs and adjustments to equipment and accessories such as cleaning and replacing spark plugs, adjusting and tightening bolts, adjusting and setting carburetors, changing oil filter elements, changing head light and tail light, electric bulbs and adjusting windshield wipers; may occasionally supervise laborers in loading and unloading trucks and occasionally operates medium-sized motorized equipment as listed undar Equipment Operator II during emergency and for the purpose of learning to operate such equipment efficiently. Minimum Qualification Requirements: Training and E;cperience: A combination of education and experience substantially equivalentto completion of the eighth grade and one year of work experience in operating motor -driven equipment. License Requirement: Possession of a valid Hawaii State driver's license (Type 4 or 5, as applicable). (4/23/76) Knowledge of: Operation of motorized equipment representative of this class; lags, orra'inances, rules and regulations governing the operation of motor vehicles on Territorial and County highways; maintenance needs of light motorized equipment; occupational hazards and safety precautions applicable.to operating equipment representative of this class. Ability to: Operate and maintain motorized equipment representative of this class; make emergency repairs to light motorized equipment; drive skillfully, courteously and safely according to traffic laws and ordinances; service motorized equipment; foresee occupational and traffic hazards and take effective measures to eliminate them; performs manual labor work; give and receive both oral and written instructions. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. Minimum Qualificat!n Reguiremen_ Training and _Ex_erionce: A combination of education and experience sub- stantially equivalent to completion Of the eighth nrade and 2 years of grounds maintenance experience including some experience in the care and maintenance of golf course greens and fairways.
