Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments
SECTION 8.14 (d). OPERATIONS DIVISION, DEPARTMENT OF WATER SUPPLY
1. Reallocate one position of Electrician Helper WB -5 to
Water Plant Electrician -Mechanic Helper WB -5.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Water Supply, Finance, Personnel Services, and
Corporation Counsel for their information.

Mechanic Helper
1. Give reasons how new duties arose (statutes enacted,.Ordi.nances,
Newly authorized programs, basis for increased workloads, etc.):
It is our intent to reallocate one Electrician Helper, WB -5, position to Water Plant
Electrician -Mechanic Helper, WB -5. By Resolution 97, dated June 1, 1977, the County
Council created this new class. This was necessary because the water plant maintenance
repair and installation work requires both mechanical and electrical knowledge which
work the employee was actually performing daily. This position has been filled. We
now have one (1) more Electrician Helper, WB -5, position which we would like to reallo-
cate to Water Plant Electrician -Mechanic Helper, WB -5.
For your information, all journeyman Electrician, WB -10, positions were previously
reallocated to Water Plant Electrician -Mechanic, WB -11, journeyman series.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2. Keeps office accounts 300, etc.):
The duties of the new position mainly includes assisting same journeyman series in
the mechanical work besides electrical work in the pumpin plant, treatment plants,
reservoir controls, and related water system equipment. ?Duties in the old position
involves only electrical work such as electrical motors, appliance, street light, etc
Electrical work 50%
Mechanical work 50%.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
The new position makes the operation of the Department of Water Supply more efficient.
The electrical and mechanical work are very closely related in the plant operation.
Two (2) separate bodies in different series are not necessary in repairing, maintaining
and operating the plant facilities. Reallocation is not to a higher level. Realloca-
tion is a lateral one.

4. Was reallocation or reclassification budgeted and if not, why were
manpower needs not planned through budgetary process?
Reallocation was budgeted for 1979-80 fiscal year.
There is no change because reallocation is a lateral one with no change in WB rating
or pay scale. .
5. List other rationale or pertinent statements and data:
The Department of Water Supply wants, to replace the Electrician Helper position with
Water Plant Electrician -Mechanic Helper. The incumbent holding the Electrician Helper,
WB -5, will be vacating this position and will be promoted to Water Plant Electrician -
Mechanic, WB -11, on July 16', 1979 in Kona.

Personnel Services Note:
The reallocation of subject position Electrician Helper WB -5 to Water Plant
Electrician -Mechanical Helper WB -5 is justified due to the changes in duties which
resulted in a "dual" type classification.

ELECTRICIAN HELPER
Duties Summary:

Assists a skilled electrician in the performance of work connected
with the installation, maintenance and repair of electrical systems, equipment
and appurtenant fixtures; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Electrician in that the Electrician
Helper works with and assists a journeyman electrician in performing tasks which
are incidental to skilled electrical work; whereas the Electrician .independently
performs skilled work in connection with the installation, maintenance and repair
of electrical systems, equipment and appurtenant fixtures.
Illustrative Examples of Work:
Assists in installing and repairing wiring systems and equipment;
assists in repairing and rewinding electrical equipment; assists in installing
and repairing electric motors and appliances; assists in replacing light fixtures,
street lights, outlets, switches, fuses, breakers and relay controls; checks
traffic lights for correct operation and assists in making repairs if necessary;
assists in the installation of traffic lights; assistsin installing cable and
in preparing, tinning and wiping metals; prepares lugs, nipples and taps, and
assists in installing racks and lacing cable; assists in the installation of oil
circuit breakers, transformers and other equipment in electrical distribution
stations; makes minor repairs and adj.ustments to electrical fixtures and motors;
assists in making repairs to electric motors; cleans tools and equipment.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and 1 year of experience
as an apprentice or helper under a journeyman electrician or lineman.
Knowledge of: elementary principles of electricity; common practices,
hand tools, materials and equipment used.in the.electrical trade; occupational
hazards and safety precautions of the trade.
Ability to:. use common electrical tools; do mechanical work connected
with the installation, repair and maintenance of electrical systems, and perform
manual labor; understand and follow oral and written instructions.

Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perform-
ance of the duties.
This is the first specification approved for the new class
ELECTRICIAN HELPER.

WATER PLANT ELECTRICIAN -MECHANIC HELPER
Duties Summary:
Assists in the performance of work connected with the installation,
maintenance, overhaul and repair of a variety of electrical and mechanical water
plant equipment and appurtenant fixtures; and performs other related duties as
required.
Distinguishing Characteristics:
This class differs from that of Water Plant Electrician -Mechanic in
that the Water Plant Electrician -Mechanic Helper works with and assists a journey-
man electrician -mechanic in performing electrical and mechanical work; whereas
the Water Plant Electrician -Mechanic independently performs skilled work in
connection with the installation, maintenance and repair of electrical and
mechanical water plant equipment and appurtenant fixtures.
Illustrative Examples of Work:
Assists in installing, maintaining, repairing and overhauling electrical
pumping plant, treatment plant, filter plant, chlorinator stations, and related
water systems equipment; performs service work on electrical and mechanical
equipment such as relays, contactors, float switches, motor controllers, chlori-
nator parts and solenoid valves; and inspects and tests plant electrical equip-
ment for open circuits, short.circuits and locates defects; disassembles and
reconditions mechanical or electrical equipment; cleans and replaces parts;
fabricates various electrical parts by using materials of appropriate conducting;
resisting and insulating properties; overhauls and repairs electric motor -driven
air compressors and air or hydraulically actuated butterfly valves; repairs or
renews worn centrifugal pump bearings and shaft sleeves; cleans tools and equip-
ment; assists in repairing pipes, meters and hydrants; makes minor plant repair
and adjustment work; reads meter; performs general ground and building maintenance
work as required; performs other trade -related work as required.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and one year of
experience as an apprentice or helper under a journeyman electrician or lineman.
Knowledge of: elementary principles of electricity; tools, materials
and practices used in the operation, maintenance and repair of mechanically and
electrically operated pumps and other equipment; occupational hazards and safety
practices involved in working around electricity and moving machinery.
Ability to: use common electrical tools; do mechanical work connected
with the installation, repair and maintenance of electrical systems, and perform
manual labor; understand and follow oral and written instructions; follow safety
rules and procedures; work harmoniously with others; work under obnoxious
conditions.

Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perfor-
mance of the duties.
Physical Effort Grouping: Heavy
This is the first specification approved for the new class
WATER PLANT ELECTRICIAN -MECHANIC HELPER.
