Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments
FEDERAL/STATE/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT C)
SECTION 8.09 (e). ELDERLY ACTIVITIES DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
Senior Community Service Employment Program
1. Reallocate one position of Senior Employment Coordinator SR -18
to Senior Employment Coordinator SR -21.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Parks and Recreation, Finance, Personnel Services, and
Corporation Counsel for their information.

1. Give reasons how new cauties arose (statutes enacted, Ordinances.
Newly authorized programs, basis for increased workloads, etc.):
The new duties arose through a 40% increase in program budget and the
addition of a staff, an aide position (SR -12) funded through the Federal
Comprehensive Employment and Training Act.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2. P,e s ocfice accowits 30 etc.):
1. Writes grant proposal (to include program planning, budgeting, and a project
narrative) for the Older Americans Act, Title V, Senior Community Service
Employment Program (SCSEP), and also prepares budget modifications as neces-
sary 20%.
2. Prepare monthly expenditure reports to the Hawaii County Office of Aging and
the State, Dept. of Labor & Industrial Relations (Office of Manpower Planning);
also prepares the monthly subcontractor's invoice for cash request which is
submitted to the State, Dept. of Labor & Industrial Relations office; and does
the necessary accounts posting 20%.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short tern, contracts, etc. (Use productivity IDC•35llrC P.iC4

where possible.):
The new duties require technical knowledge on the overall program operations.
The program coordinator is the person aware of -all the technical problems and analysis.
Hiring a part-time grantsman and accountant would be unfeasible due to a higher
cost for personnel salaries, fringe benefits, and training. The cost break-out below
shows only the cost for salary and fringe benefits to hire a part-time accountant (SR -15):
Position: Accountant (SR -15) / Half-time
Salary. $431.00/mo x 12 months = $5,172.00
FringBenefits: 22.5% of $5,172 = 1,163.70 EXHIBIT

4. Gras reallocation or reciassificatioa bndaeted and .if not, why were
manpower needs not planned through budgetary process?
The reallocation has been budgeted through federal funds.
5. List other rationale or pertinent statements and. data:
1. All other first-line supervisors within the Elderly Activities Division with
County -wide jurisdiction were reallocated from SR -18 to SR -21 status effective
July 1, 1978. The Senior Employment Coordinator position is classified as
first-line supervisor and also manages a County -wide program.
2. The Senior Community Service Employment Program (SCSEP) is a Federal program.
3. Federal funds (Older Americans Act, Title V) are available to cover costs for
such an increase.

Personnel Services Note:
The reallocation of subject position Senior Employment Coordinator SR -18 to
Senior Employment Coordinator SR -21 is justified in that there has been a substantial
change in the duties and responsibilities.
