WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:

SECTION 8.08 (e). BUREAU OF SEWERS AND SANITATION. DEPARTMENT OF PUBLIC
WORKS
1. Reallocate one position of Mechanical Engineer IV SR -24 to
Superintendent of Wastewater Treatment and Disposal (Mechanical
Engineer SR -26.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Public Works, Finance, Personnel Services and Corporation
Counsel for their information.

The Operating Budget Instruction from the Director of Finance to all department
require that the request for new position and reallocation request not be included
in the budget until it has been approved. This request was initiated on April 15,
1977.

The reallocation of subject position Mechanical Engineer IV SR -24 to Superintendent
of Wastewater Treatment and Disposal (Mechanical Engineer) SR -26 is justified in that
there has been a substantial change in the duties and responsibilities.

With the increase in new wastewater treatment and disposal facilities and
new State and Federal requirements for the operation and maintenance of
the wastewater treatment and disposal systems, there is a need for greater
supervision to direct the operation, installation, modification, maintenance,
and repair of the County's wastewater treatment and disposal facilities.
Due to the constraints in creating new positions which have 'resulted in the
understaffing of Sewage Treatment Plant Operator II's, the personnel must now
operate more than one facility. Along these line, the Sewage Treatment Plant
Operator III's (operation supervisors) must coordinate the activities of the
operation.and.personnel.for the various.facilities,under their jurisdiction
and thereby cannot be one hundred percent effective as if supervising for one
facility.
Rather than requesting a new position, we are redirecting an existing position
by reallocation to perform the task of superintendent of wastewater treatment
and disposal.
To coordinate all of the activities, a superintendent is required who will be
responsible for the administration, operation and maintenance of all the plant
functions and personnel. The incumbent (ME.IV) has been performing the duties
of a superintendent, however, to be consistent with standard wastewater occupa-
tion categories, the position should be reallocated to Superintendent of
Wastewater Treatment and Disposal. Along with this reallocation, the incumbent
will be required to exercise direct authority over all wastewater treatment and
disposal facilities and personnel in accordance with approved policies and
procedures.

MECHANICAL ENGINEER IV
Duties Summary:

Performs difficult professional engineering work in the design, installation,
operation and maintenance of mechanical equipment and systems, and/or in the review
and analysis of plans and specifications for mechanical engineering features and
compliance with code requirements; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Mechanical Engineer III in that the
Mechanical Engineer IV performs difficult professional engineering work in the
preparation and/or review of a complex and major project or several less complex
projects; whereas the Mechanical Engineer III performs moderately difficult professional
engineering work involving projects of a well-defined, routine or uncomplicated nature.
This class differs from that of Mechanical Engineer V in that the
Mechanical Engineer IV is responsible for a complex and major project or several less
complex projects; whereas the Mechanical Engineer V is responsible for a number of
complex and major projects operating simultaneously, where the problems of supervision
and/or coordination are pronounced.
Illustrative Examples of Work:
Makes office and field studies of proposed projects and recommends the
design, type, selection and location of equipment.to be installed; conducts
preliminary and final acceptance tests of pumping units; conducts periodic tests to
determine operational efficiency of existing pumping units and recommends corrective
action as required; checks plans and specifications of mechanical equipment and
appurtenances; supervises and compiles pumping and other data; analyzes indicator
cards of steam engines and makes adjustments as required; analyzes station reports
and operating schedules; requisitions supplies and equipment; reviews plans and
specifications pertaining to mechanical engineering features for compliance with
plumbing, mechanical and other pertinent code requirements; analyzes designs of
piping, air conditioning, refrigerating, heating and other related systems; checks
and verifies correctness of calculations, determinations, and assumptions as to
requirements, load limits, safety allowances, etc.; meets and confers with architects
and engineers on matters concerning technical interpretation of codes; approves or
rejects plumbing permits upon review of designs, plans and specifications; serves
as consultant to department personnel engaged in the inspection of plumbing construc-
tion work; prepares technical reports and correspondence.
Minimum Qualification Requirement,:
Training and Experience. A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in mechanical engineering, and three years of non -registered
professional mechanical engineering experience.

License Requirement: Registration as a professional mechanical engineer.
Itnowledae of: the principles, practices, methods and techniques of
mechanical engineering; engineering mechanics, mechanics of materials, machine
design, thermodynamics and hydraulics; basic principles and practices of electrical
engineering; principles and methods of conducting a variety of tests on materials
and equipment; code requirements as they pertain to mechanical engineering; sources
of engineering information.
Ability to: apply mechanical engineering principles; interpret, apply
and modify a variety of guidelines and precedents to the solution of specific
problems; review and analyze plans and specifications pertaining to mechanical
engineering features; interpret and apply technical provisions of various codes;
prepare engineering reports and correspondence; deal tactfully and effectively with
engineers, architects, and the public.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and.proper for performance
of the duties.
This is the first specification approved for the new class,
MECHANICAL ENGINEER IV.

(MECHANICAL ENGINEER)
Duties SummarY:
Plans, directs and coordinates the operation and maintenance activities
of the County's wastewater collection, treatment and disposal systems; performs
difficult professional engineering and technical work in analyzing and evaluating
the operations, equipment, and systems; supervises and participates in the design,
installation, operation and maintenance of mechanical equipment, facilities
and systems; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning,
directing and coordinating the operation and maintenance of wastewater treatment
and disposal plants.
Illustrative Examples of Work:
Plans, directs and coordinates the installation, operation and maintenance
of wastewater treatment and disposal facilities and systems; establishes policies
and procedures for the operation and maintenance of the plants; analyzes and
evaluates operation and maintenance functions and recommends new or improved
practices; implements approved new or improved practices; performs responsible
professional engineering work in the design, installation, operation and maintenance
of mechanical equipment, facilities and systems; consults with and advises engineers
and contractors in -the review, analyses, and interpretation of plans, designs
and specifications for new facilities and alterations to existing facilities to
determine dependability, adequacy and feasibility of structures and equipments;
works with consultants in the preparation of plans and specifications, estimates
and reports for wastewater projects; recommends specifications for equipment and
material purchases; prepares operational reports; evaluates and comments on
administrative and technical reports and correspondence; organizes, coordinates
and/or directs training program for plant personnel; participates,in the safety
program and is responsible for the administration of the plants' safety program;
participates in budget preparations; participates in staff meetings.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in mechanical engineering and one year of registered professional
mechanical engineering experience and 2 years of responsible experience in the
operation and maintenance of a wastewater treatment plant, 6 months of which shall
have been in a supervisory capacity, or 2 years of professional engineering sewage
treatment plant design work, 6 months of which shall have been in a supervisory
capacity..

engineer.
