Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.04 (b). DIVISION OF ACCOUNTS. DEPARTMENT OF FINANCE.
1. Reallocate one position of Inventory Control Technician SR -17
to Inventory and Property Management Specialist SR -18.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Finance, Personnel Services, and Corporation
Counsel for their information.

Personnel Services Note:
The reallocation of subject position Inventory Control Technician SR -17 to Inventory and

INVENTORY CONTROL TECHNICIAN
Duties Summar
" ''Performs technical work in a centralized property inventory program;,.::
establishes and maintains central inventory recordkeeping and verification;
and performs other related duties as required.
Distinguishing Characteristics:.

This class differs from classes in the property and supply series in
that the Inventory Control Technician is primarily concerned with establishing
and maintaining a system of central inventory recordkeeping and verification of
County -owned property; whereas the classes in the property and sRpply classes,yj�,
are concerned:with-conducting thg.volume purchasing of supplies ---equipment.
Illustrative Examples of Duties:
Sets up and maintains a perpetual inventory control of the County's
personal property items; maintains current records of all acquisition of personal
property; advises agencies on appropriate methods of inventory control and
inventory recordkeeping; reviews and recommends revisions on procedures for
identifying classes of property and the methods of marking equipment and furnish-
ings; checks and verifies reports of inventory of materials and supplies, equip-
ment, land, structures and improvements for which County agencies are accountable;
meets with departmental employees to explain procedures for reporting inventory;
follows up with agencies on the completion of inventory reports and visits
agencies to verify reports; works with other organizational units of the central
finance agency in processing inventory reports and changes thereto; prepares
appropriate reports and recommendations; may supervise others in checking and
verifying physical inventory, records and reports; initiates actions on the
screening, disposition and processing of excess property items and records same;
maintains centralized County storeroom. -
Minimum Qualification Requirements:
Training and Experience: (1) Graduation from high school, supplemented
by business training, and 5 years of clerical experience, 3 years of which must
have been in inventory work; or (2) any equivalent combination of education and
experience.'
Knowledge of: laws, ordinances, and rules governing inventorying and
disposition of personal property; techniques of inventory reporting, auditing
and control; distribution and nomenclature of various personal property items;
report writing.
Ability to: interpret and explain laws, ordinances and regulations
dealing with inventory; determine the condition and value of equipment; perform
the central recordkeeping and verification of inventory; speak and write
effectively; meet and deal effectively with others.

INVENTORY AND PROPERTY MANAGEMENT SPECIALIST
Duties Summar :

Develops and advises on the inventory management of County -owned,
Federally -owned and/or donated property; establishes and maintains a system of
central inventory recordkeeping and verifications; conducts public auctions of
excess property; and performs other related duties as required.
Disti.nouishing Characteristics:
This class is distinguished by its responsibility for planning and
maintaining a system of centralized inventory program and the disposition and
processing of excess property.
Illustrative Examples of Work:
Reviews and recommends policies and procedures pertaining to
Inventorying, disposition of excess and/or unusable items for the conduct of
property audits; initiates, analyzes, evaluates, revises and/or develops neva
inventory management systems; supervises the maintenance and control of perpetual
inventory of all land, structures, equipment, materials, supplies and other
personal property items; maintains a perpetual inventory control of the County's
personal and real property; maintains current records of all acquisition, deletion
and transfer of personal and real property; develops and establishes standard
descriptions and nomenclature for property owned by the County; instructs others
concerning the work to be performed; serves as resource person to the personnel
of various departments/agencies regarding inventorying procedures and other
aspects of personal property programs; advises property custodians and others on
appropriate methods of inventory control and inventory recordkeeping; supervises
others in checking and verifying physical inventory records and reports; plans
and conducts property inventory audits; gathers factual information, about the
circumstances surrounding the loss, damage, or destruction of government property;
conducts public auctions relating to all excess and unusual property; conducts
special studies as assigned by the Controller and Director of Finance; prepares
appropriate reports and recommendations; prepares statement of general fixed
assets; prepares annual report of land inventory for the Mayor's submission to
the Comptroller, State of Hawaii, after completing research.
Minimum Qualification Requirements:
Traini.n and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in business or public administration or a related field and 2
years of experience in personal property management, property and supply or
similar activities.

sale and disposition of personal property; principles and techniques of inventory
reporting, auditing and control; descriptions and nomenclature of various personal
property items; sources of information pertinent to personal property matters;
public relations and report writing.
Ability to: interpret and explain laws, ordinances and regulations;
plan inventory audits and document findings accurately; develop and revise
operational policies;.procedures, etc.; write clear and concise reports; maintain
effective relationships with others.

health and physical condition standards deemed necessary and proper for performance
of the duties.
