Resolution No: 456
WHEREAS, the British -owned nuclear waste -carrying ship Pacific
Swan, was scheduled to arrive from Japan carrying nuclear waste for
refueling at the Honolulu Harbor during the month of July is now
diverted around Cape of Good Hope;aand
WHEREAS,.its sister ship,,Pacific Fisher, carrying similar
cargo refueled June 8 at Pearl Harbor Naval Base after being refused
entry to Honolulu Harbor by Governor George Ariyoshi• and
WHEREAS, subsequent to the Governor's refusal to allow the
Pacific Fisher to enter Honolulu Harbor, he was unable to find
legal grounds with regard to prohibiting future nuclear waste -carrying
ships from docking in Hawaiian ports; and
WHEREAS, a coalition of groups and individuals, including
Greenpeace Foundation, Life of the Land, Catholic Action of Hawaii;
and the ILWU, encouraged the Governor to prevent a nuclear holocaust
by refusing to allow nuclear waste -carrying ships to be refueled
in any of the Hawaiian ports; and
WHEREAS, U. S. Senator Spark Matsunaga, Congressmen Cecil Heftel
and Daniel Akaka are emphatically opposed to the prolification of
nuclear fuel for energy development which is the basic problem
causing the transportation of spent nuclear fuel; and
WHEREAS, the Nuclear Regulatory Commission stated that it has
no authority to impose restrictions on a foreign ship such as Pacific
Fisher from stopping at a U. S. port only for refueling or repairs;
and
WHEREAS, Federal Court Judge Samuel P. King denied the request
by Life of the Land and Greenpeace Foundation for a court order
preventing Pacific Fisher from entering Hawaiian waters; and
WHEREAS, under the sponsorship of Senator Spark Matsunaga, the
U. S.) Senate Committee on Energy and Natural Resources reported out
a bill prohibiting transportation of spent fuel to any U. S. area
without prior congressional consent; and
WHEREAS, the ILWU dock workers who normally handle the docking,
refueling, and stocking of ship supplies declared that they will
resist the compulsion of longshoremen to work those nuclear -waste
carrying ships.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports and endorses the position that the nuclear
waste -carrying ships should be prevented from entering Hawaiian
waters and further opposes the storing of nuclear spent fuel on
any Pacific islands.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
remit true copies of this resolution to the Honorable Daniel K. Inouye,
U. S. Senator; the Honorable Spark M. Matsunaga, U. S. Senator,
the Honorable Cecil Heftel, U. S. Representative; the Honorable
Daniel Akaka, U. S. Representative; the Honorable George R. Ariyoshi,
Governor of Hawaii; Greenpeace Foundation; Catholic Action of Hawaii;
Life of the Land and to the ILWU.
