HomeMy WebLinkAboutRES 443 Draft 01 1976-1980County of Hawaii—State of Hawaii Resolution Nei. - 443 WHEREAS, the trend in the beer and soft drink industries is to recyclable aluminum cans with non-detachable openers and to recyclable bottles with deposits; and WHEREAS, the use of recyclable containers compliments our litter control program; and WHEREAS, our educational directions are to a more healthy environment; and WHEREAS, the State of Hawaii has implemented positive regulations which establish minimum requirements for the number of litter receptacles in public areas in the State's campaign to "Lend A Hand To Clean Our Land"; and WHEREAS, the State of Hawaii and the County of Hawaii have both recognized the importance of litter control and have established punitive penalties as persuasive reminders to people who undermine our environment; and WHEREAS, despite the cooperative efforts of the majority of the people, industry, and government, there still exists a real litter problem in the County of Hawaii; and WHEREAS, the Council of the County of Hawaii recognizes a requirement for increased enforcement and enforcement capability throughout the County; and WHEREAS, the Council finds that our police enforcement capability could easily and effectively be increased with the formation, activation, and use of a Police Reserve Force and of Citizen Action Groups and Committees under each of our Police District Commanders. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges and supportsthe formation and utilization of Police Reserve Units and Citizen Volunteer Action Groups to augment the enforcement capabilities of our Police District Commanders. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit true copies of this resolution to Honorable Herbert T. Matayoshi, Mayor of the County of Hawaii, and Guy A.
